About the Role

This role is part of the Investment Team, which designs and delivers investments that enables fair, sustainable economic opportunities across the region. We take a strategic, ecosystem-based approach, and work collaboratively with others and are guided by clear investment principles. We triage opportunities, shape interventions, and align our work with the region’s Investment Strategy. Our focus goes beyond economic growth - we aim to create opportunities that are fair, lasting, and lead to better outcomes for residents and communities.

We are looking for a highly motivated Investment Analyst to join LCRCA’s Investment and Delivery Directorate. We’re seeking candidates with project development experience to deliver against current and future pipeline. The types of projects you are likely to work on include:

- Business growth that drives productivity and innovation
- Socially trading organisations and enterprises that deliver inclusive and sustainable outcomes
- Projects that tackle inequality - from employment, health, public service innovation and community infrastructure

You’ll be supporting the wider team and project sponsors to leverage provide sector funding to bring more investment into the region. Additionally, you’ll need to be able to engage in a holistic approach to project development, using capital and revenue creatively to maximise impact.

This role is for people who are passionate about shaping impactful projects that drive inclusive growth, innovation, and equality across the Liverpool City Region. We’re looking for a self-starting, highly motivated Investment Analyst to join our Investment & Delivery Directorate. Please Note: This is not a finance or accountancy role, it is about using data and insight to support the appraisal and development of major projects that deliver real-world outcomes.

A key focus for this role is assessing proposals against strategic frameworks, including the HM Treasury Green Book methodology, ensuring they are robust, evidence-based, and aligned with our regional priorities. The ideal candidate will be comfortable engaging with a wide range of public and private sector stakeholders, working with large, complex datasets to support decision-making, and conducting market and sector analysis to inform funding decisions across a diverse project portfolio.

About the person

The right candidate for this role will be able to demonstrate experience and skills in the following:

  • • Relevant experience in projects focused on improving business productivity, developing inclusive economies, or helping to tackling inequality - ideally in development or delivery.
  • • Skilled in collecting, organising and analysing large, complex datasets and translating them into clear, actionable insights.
  • • Able to evaluate project proposals against strategic principles and frameworks.
  • • Comfortable working with the HM Treasury Green Book or willing to develop expertise in it.
  • • Ability to identify trends, patterns and opportunities for improvement
  • • A strong communicator who can simplify complex information for different audiences.
  • • Self-starting, conscientious, and detail oriented.
