Job Introduction

The West Midlands Combined Authority (WMCA) is seeking to appoint up to six independent experts to a new Independent Advisory Panel providing specialist advice, scrutiny and challenge on major capital investment across the West Midlands.

This is an opportunity for experienced senior professionals to use their expertise to help strengthen the development and delivery of investments that support the region’s long-term ambitions.

These are voluntary, independent advisory appointments who will meet periodically.

The Panel will provide independent expert scrutiny and advice to help ensure WMCA’s proposed capital investments are robust, deliverable and aligned with regional priorities.

Members will consider whether proposals:

  • Are supported by robust evidence and appropriately prioritised.
  • Are likely to achieve their intended outcomes and long-term impact.
  • Are deliverable within proposed time, budget, resources and scope.
  • Adequately identify and manage key risks and delivery challenges.

Members may also provide advice at key business case stages and contribute to wider reviews and continuous improvement of WMCA’s approach to capital investment.

The Panel is advisory only. Formal assurance, appraisal, funding and investment decisions will remain with WMCA’s established governance and decision-making bodies.

Specialist expertise we are seeking.

We welcome applications from senior professionals with significant expertise in one or more of the following areas:

  • Technical transport planning and delivery. Major transport infrastructure, appraisal, development and delivery.
  • Commercial, real estate and housing development. Property, housing, regeneration, development viability and commercial structures.
  • Energy infrastructure. Energy networks, infrastructure investment and the transition to low-carbon energy.
  • Public sector assurance and accountability. Governance, investment assurance, business cases, public value, risk, audit and accountability.
  • Strategic programme delivery. Leadership, oversight or assurance of major programmes and portfolios, including governance, risk, cost, schedule and benefits.
  • Spatial growth and planning. Strategic planning, place-making, infrastructure, housing, regeneration and economic growth.

Who we are looking for.

Applicants should have substantial senior-level experience in their specialist field and experience of major, complex or high-value projects, programmes or investment decisions. You will bring strong analytical skills, sound judgement and the confidence to provide constructive and independent challenge. Experience at board, executive, advisory or investment committee level would be beneficial.

Independence and appointment.

Independence and impartiality are fundamental. Panel Members must not be elected members or officers of WMCA or its constituent local authorities and must be free from interests or engagements that could compromise their independence in relation to investments considered by the Panel.

WMCA intends to appoint up to six members, normally for a three-year term, with the possibility of one further term. The Panel will meet periodically, and members will be expected to review relevant papers in advance of meetings.
