Contract type: Permanent

At Luton Council, we’re committed to preventing homelessness and supporting our residents to live safe, secure, and independent lives. We are looking for a Housing Solutions Officer to join our dedicated team within Housing Services.

This is a dynamic and rewarding role where you will deliver a high-quality, customer-focused housing service to those in housing need, with a strong emphasis on homelessness prevention, early intervention, and support for vulnerable households with complex needs.

Key Responsibilities

As a Housing Solutions Officer, you will:

  • Deliver an efficient, high-quality, and professional housing service in line with the Council’s statutory duties under the Homelessness Reduction Act 2017, Housing Act 1996 (Part VII), and associated legislation, guidance, and case law.
  • Conduct thorough investigations into clients’ circumstances and make sound, evidence-based decisions in accordance with statutory requirements.
  • Work collaboratively with internal and external partners to address housing, care, and support needs, ensuring clients receive holistic and effective interventions.
  • Promote homelessness prevention through advice, advocacy, and negotiation with landlords, agents, and other agencies.
  • Deliver training and raise awareness on homelessness legislation, prevention procedures, and best practice across the Council and with partner organisations.
  • Participate in the out-of-hours homelessness service on a 1 week in 15 rota basis.

Please note this role does not attract sponsorship.

About you

You’ll be an experienced housing professional, confident in managing a complex and varied caseload in a busy, pressurised environment. You will demonstrate a deep understanding of homelessness legislation and experience working directly with vulnerable clients, often presenting with multiple or challenging needs.

You will have:

  • Demonstrable experience working under the Homelessness Reduction Act 2017, Housing Act 1996, Localism Act 2011, and related legislation.
  • Proven ability to deliver high-quality casework, make lawful homelessness decisions, and maintain accurate, detailed records.
  • Strong partnership working, liaison, and negotiation skills with internal teams and external agencies.
  • Excellent communication and interpersonal skills, with the ability to engage effectively and empathetically with a diverse range of clients.
  • Strong administrative, IT, and analytical skills — including proficiency in maintaining accurate data, producing reports, and interpreting financial information.
  • A sound understanding of equality, diversity, and inclusion, and the ability to embed these principles into service delivery.
  • The ability to work independently, prioritise workloads, and contribute effectively to a multi-agency environment.

Relevant qualifications such as CIOH, NVQ in Housing, or equivalent experience are desirable.

You must also be able to travel within and beyond the Council’s boundaries as required.

  • A supportive and inclusive working environment

Application Process

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. This post is exempt from the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and convictions; and also any adult cautions (simple or conditional), and spent convictions that are not protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2020). A person’s criminal record will not in itself prevent a person from being appointed to this post. Applicants will not be refused posts because of offences which are not relevant to, and do not place them at or make them a risk in, the role for which they are applying. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.

On occasions, we may close a vacancy early due to a very high number of applications being received.
