Job Description

Lewisham Council’s Housing Service is seeking a Housing Policy and Strategy Officer to help shape evidence‑based housing policy and support continuous improvement across our housing services.

The role

This role offers a valuable opportunity to contribute to the development of housing policy and strategy in Lewisham. As a Housing Policy and Strategy Officer, you will play an integral role in helping the council respond to complex local and national housing challenges through the design and delivery of evidence‑informed policy and strategic solutions.

In this role, you will draw on data, research and insight to shape robust policy options and strategic approaches that improve outcomes for residents. This will involve analysing evidence, identifying emerging trends, and translating complex information into clear, actionable proposals that inform decision‑making.

Working closely with colleagues across the Housing Directorate and wider council, as well as with registered providers and external partners, you will ensure that policies are deliverable and grounded in the lived experiences of our communities.

You will undertake consultation and engagement activity, ensuring that residents, including seldom‑heard groups, help shape the development of policy and strategy. You will also present your work to senior leaders and elected members, contribute to corporate and regional policy discussions, and help embed equality and inclusion across everything we do.

This role is ideal for someone who enjoys problem‑solving, partnership working and influencing change. You will have the opportunity to bring forward new ideas, shape strategic thinking, and contribute directly to improving housing outcomes for people across Lewisham.

What’s in it for you?

Excellent training and development opportunities, plus a range of benefits including:

  • Generous holiday allowance
  • Local Government Pension scheme
  • Flexible working and family-friendly policies
  • Season ticket and bicycle loans
  • A range of staff discounts including local subsidised gym memberships
  • Supportive staff networks

What we’re looking for

We are seeking an experienced and innovative housing policy professional to lead evidence‑based policy development and strategic analysis. You will bring strong skills in interpreting and presenting complex data, excellent written and verbal communication, and confidence in engaging a wide range of stakeholders.

We are seeking someone who is curious, proactive and skilled at building constructive relationships across teams and organisations to support effective policy delivery. If you are motivated by improving outcomes for residents and want to play a key role in shaping thoughtful, evidence‑informed housing policy, we would welcome your application.
