We’re looking for an innovative project officer with excellent administrative skills and technical ability to help deliver a range of highway projects from licensing to asset management.

You’ll need to be experienced in delivering projects in a timely manner; preparing and writing reports and liaising with various stakeholders as part of the feasibility process.

Reviewing existing practices and identifying areas for improvement, you’ll work closely across the Highways service to improve systems and ways of operational working to help deliver more efficient and effective working practices.

The post holder will be required to review existing plans and policies defined on the Highway Asset Management Delivery Plan and liaise with Officers to ensure these are updated and co-ordinated for periodic review. You’ll therefore need to have a good understanding of Asset Management in relation to a Highway Asset environment with the ability to collate, maintain, analyse and appraise data across the service.

Career Progression Frameworks (CPF) have been introduced for all roles at Medway Council. These frameworks provide a mechanism for employees to take ownership of their development within their post and be rewarded accordingly. This means that the salary you will be offered will be at level A unless, based on an assessment against the CPF criteria, you demonstrate that you are meeting the criteria of level B or C. There will be further opportunity once in post to progress from level A to B, and B to C.

The person specification of a job profile is split into three levels:
Level A details the essential criteria that all applicants must be able to demonstrate through their application and interview.

Level B details the developed competencies that an individual who is practised in this role would be able to demonstrate and will be a progression of knowledge, experience and skills from level A.

Level C requires the highest level of competence and applicants would need to fully meet and demonstrate all aspects of the job profile, including qualifications, knowledge, skills and experience.

Level C

Highways are seeking to appoint an experienced Project Officer at level C. You will meet the requirements of the person specification fully and can demonstrate applied knowledge, experience and skills in this role. All elements within the person specification are essential. You will be supported through induction, probation and a supportive Performance Appraisal and Career Conversation, which can include identifying and supporting the achievement of professional goals.
