    We are looking for a strategic and driven Group Manager for Highways Civil Engineering and Flood Water Management to lead the delivery of safe, resilient, and sustainable infrastructure across our fast-evolving urban borough. This is a high-impact leadership role where you’ll oversee the design, maintenance, and renewal of our roads, footways, highway structures, and street lighting assets ensuring that our public realm is safe, accessible, and fit for the future.

    As the Council’s Lead Local Flood Authority (LLFA) lead, you will also guide our statutory response to flood risk, managing drainage networks, developing flood alleviation schemes, and working closely with partners including Thames Water, the Environment Agency and local developers to protect homes and businesses from surface water flooding.

    You’ll lead a skilled, multidisciplinary team responsible for highways safety inspections, condition-led asset management programmes, and planned and reactive maintenance works. From bridge strengthening to carriageway resurfacing, lighting upgrades to sustainable drainage solutions, your team will deliver projects that directly enhance residents’ everyday lives, achieve key Council objectives, and strengthen our borough’s long-term climate resilience.

    Working across departments and with external partners, you will drive forward innovation, ensure statutory compliance, and champion best practice in both highways and flood management.
