We are seeking a Financial Resilience Manager to lead the development and delivery of a high-profile, cross-cutting programme aimed at strengthening financial support services and improving outcomes for residents most in need.

In this dynamic role, you will drive collaboration with senior external partners and coordinate colleagues across multiple service areas to foster a culture of innovation and improved service delivery. You'll oversee the implementation of key projects that enhance financial resilience, using data and evidence to inform prioritisation and build the case for long-term sustainability.

You will lead and inspire a multi-disciplinary, multi-agency team to deliver user-centred services that are faster, smarter, and more cost-effective. A key part of your role will be supporting the development and integration of digital services and tools that improve internal processes and partnership working across the council and wider system.

The role also includes managing the delivery of major grant-funded initiatives such as the Household Support Fund and Local Welfare Assistance Schemes, ensuring compliance, performance monitoring, and effective outcomes. You’ll lead the commissioning and contract management of complex digital platforms that enable coordinated access to support for residents, while ensuring value for money and high-quality user experience.

Finally, you’ll shape and maintain the governance structures, strategy, and standards that underpin this work—building a sustainable service model and driving a culture of innovation, efficiency, and continuous improvement.

About you

Are you an experienced leader with a strong background in digital service transformation, complex partnership management, and data-driven decision-making? We’re looking for a Financial Resilience Manager to lead high-impact, cross-sector initiatives that strengthen the financial wellbeing of vulnerable residents.

This is a high-profile role that demands exceptional strategic leadership. You’ll lead the development, commissioning, and operational delivery of complex, multi-disciplinary projects—bringing together stakeholders from across the public sector, local government, and beyond. Your ability to influence, negotiate and build consensus will be key to securing commitment to user-focused, evidence-based service redesign.

We’re seeking someone who can confidently navigate politically sensitive environments, analyse and act on complex data, and present ideas clearly and persuasively to senior leaders, elected members, and strategic partners. A high level of political awareness and the ability to respond quickly to changes in legislation or national policy are essential.

You’ll have a proven track record in delivering user-friendly digital services, with a strong understanding of channel shift, demand management, customer care principles, and early intervention approaches. You’ll also have experience in managing the risks and requirements of data protection and information sharing legislation in a public sector context.

Strong project management skills are critical—you’ll need to lead programmes of work from concept through to implementation, managing time, budgets and competing priorities effectively. Your knowledge of equality and inclusion will also be key, ensuring strategies and services reflect the diverse needs of our community.

This role requires a graduate-level qualification (or equivalent experience) and a commitment to ongoing professional development. Flexibility is essential, with the ability to support a 24/7 digital delivery environment, including occasional out-of-hours support for upgrades and key events.
