Estates Surveyor

Grade 4: £39,152–£44,075 per annum
Plus a 10% market supplement and £2,278 benefit allowance
Current total annual package: £45,345–£50,761

Permanent 37 hours per week
Location: Muriel Matters House, Hastings, with hybrid working (3 days in the office per week)

Hastings Borough Council is looking for a commercially aware Estates Surveyor to join our Property and Commercial Assets team.

This is an opportunity to manage a varied portfolio of commercial and operational property, with direct involvement in rent reviews, lease renewals, valuations, acquisitions and disposals. You will be able to make professional recommendations, influence the Council’s approach to asset management and see the impact of your work across Hastings.

We welcome applications from experienced Estates Surveyors and property professionals who are working towards further RICS accreditation.

About the role

As our Estates Surveyor, you will help manage the Council’s land and property portfolio, protect its interests and maximise the financial and community value of its assets.

Your work will include:

  • Managing commercial property assets and landlord and tenant matters.
  • Negotiating rent reviews, lease renewals, lettings and other property transactions.
  • Supporting the acquisition and disposal of land and property.
  • Undertaking property inspections and valuations.
  • Providing professional property advice to support operational and strategic decisions.
  • Leading or contributing to property and asset management projects.
  • Working closely with tenants, consultants, solicitors, Council services, elected members and other stakeholders.
  • Contributing to the Council’s Asset Management Strategy and associated initiatives.

You will work alongside experienced property professionals and have exposure to a broad range of estate management activities. This makes the role suitable for someone who can already manage their own caseload or an established property professional looking to broaden their experience and progress towards further professional accreditation.

About you

You will have experience in commercial property or estates management, together with sound technical knowledge and a practical approach to solving property issues.

You will need:

  • A RICS-accredited degree in Estates Management, Real Estate or Surveying; AssocRICS accreditation; or demonstrable progress towards a recognised RICS professional qualification.
  • Experience managing commercial property assets and landlord and tenant matters.
  • Experience of property negotiations, including rent reviews, lease renewals, lettings, acquisitions or disposals.
  • The ability to provide clear and practical professional property advice.
  • Strong communication, negotiation and stakeholder-management skills.
  • The ability to analyse complex property matters and develop workable solutions.
  • Good organisational skills, with the ability to manage competing priorities.
  • Good digital skills, including experience using Microsoft Office and relevant property management systems.
  • A full driving licence or the ability to travel independently around the borough.
  • The ability to undertake property and site inspections.

MRICS accreditation and experience in local government or the wider public sector would be advantageous, but they are not essential.

Market supplement (Plussage)

A market supplement equivalent to 10% of basic salary is currently payable in addition to the Grade 4 salary. The supplement reflects current recruitment and market conditions and will be reviewed every 12 months in accordance with the Council’s Market Pay Policy (attached).

Following a review, the supplement may be reduced or withdrawn where the available market evidence no longer supports its continued payment.
