The Role
We have an exciting opportunity for two officers to join our Environmental Health Team to support the role out of the Renters Rights Act.
East Staffordshire Borough Council have an established selective licensing scheme and a large portfolio of HMOs. We have a proactive approach to housing enforcement to ensure property standards are improved for residents in privately rented homes.
We are looking for experienced and enthusiastic people to join our Environmental Health Team to improve homes as either an Environmental Health Officer/ Housing Enforcement Officer / Graduate Environmental Health Officer or Housing Regulatory Compliance Officer.
The postholder will be responsible for a wide and varied range of duties enforcing and improving conditions in all private rented homes using all available legislation, including the new duties under the Renters Rights Act.
Your duties will include visiting properties and undertaking compliance checks, evidence gathering of non-compliance and assisting in investigations into unlicensed properties and other relevant offences. You will also deal with internal and external customer queries and work with other partners to deliver a high-quality service. The successful candidate will be able to develop their skills and gain experience in a range of regulatory areas.
The role is demanding and so will require you to take personal responsibility for a wide and varied caseload and perform with a high level of professionalism and in return there will be lots of opportunities to develop and enhance your knowledge and skills within the team including opportunities to be involved in wider environmental health enforcement.
Career Development Roles
This is a graded post, and the starting salary will be subject to qualifications and level of experience:
Grade 6 - Housing Regulatory Compliance Officer
£31,022 to £33,699 per annum
If you are already working in the property or letting industry, or in a similar regulatory role, and looking for a new challenge and ability to use your skills in a different setting, then the Housing Regulatory Compliance Officer role may be for you. In this role, you will undertake a Diploma on Private Sector Housing Interventions. Study days will be given as required by the course. Once you qualify you will progress and qualify as a Housing Enforcement Officer to a Grade 8. The Diploma will be funded and the post subject to a learning agreement.
Grade 6 – Graduate Environmental Health Officer
£31,022 to £33,699 per annum
If you are working towards completing your Environmental Health degree but not yet fully qualified as an Environmental Health Officer you are eligible for this role. Support will be given to allow qualification and progression to Grade 8. The post is subject to a learning agreement.
Grade 8 - Environmental Health Officer/ Housing Standards Officer
£37,280 to £40,777 per annum (with a market forces supplement of £2,555 per annum pending review)
If you have a BSc or MSc in Environmental Health or an equivalent housing degree along with a Certificate of Registration from the Environmental Health Officers Registration Board (EHORB) or Chartered Environmental Health Practitioner, CIEH Registered Housing Health Practitioner or RICS Chartered Member or other relevant professional qualification.
Key Requirements
You should have practical experience of working within Housing or Environmental Health with a proven track record in enforcement and experience of managing complaints informally and formally.
Skills & Experience
You must be able to work both autonomously and as part of a team. You should possess excellent written and verbal communication skills, with the ability to analyse and interpret legislation and enforce it in a balanced way. The successful applicant should also possess the ability to build effective relationships with internal and external stakeholders at all levels.
