Harborough District Council is looking for a highly motivated individual, to work within Regulatory Services as an Environmental Health Officer. In this role you will be working within the Environment Team that is responsible for enforcing Pollution Control and Private Sector Housing and the Housing Team that is responsible for dealing with homelessness and landlord/tenant issues.

The main focus of this post is to work on the implementation of the new Housing legislation due to be brought in under the Renter’s Rights Bill. You will be expected to take the lead on both the implementation of and the enforcement of the new legislation. You will be experienced in local authority governance to facilitate the introduction of the new legislation including a landlord’s database and civil penalties policy. You will also be trained in PACE and the enforcement of housing legislation including civil penalties. You will be expected to undertake inspections and investigations of private sector housing under the Housing Act 2004 using HHSRS, enforce HMO’s and be able to deal with landlord/tenant issues.

You will have experience of communicating confidently with a range of people in a customer facing role and will be able to demonstrate excellent customer service skills. You will be able to work under your own initiative and will be able to identify innovative solutions to challenges. You will have skills in MS Office and a desire to gain technical knowledge. You will be appropriately qualified with a Degree or Diploma in Environmental Health (or equivalent qualification) and registered with the Environmental Health Officer’s Registration Board (or equivalent). Ideally you will have recent enforcement experience in the fields appropriate to the post. Additional qualifications in the relevant areas of private sector housing would be an advantage. Training opportunities will be provided.

Occasional work outside office hours may be required. You will need a valid driving licence and have access to a vehicle. Clearance by the Disclosure and Barring Service is required for this post as well as Police Vetting.
