About the role

The Electoral Services Officer (Engagement) is responsible for promoting and encouraging participation in electoral registration and elections. This is a varied and rewarding role which, alongside supporting the delivery of electoral registration and election projects, involves building strong relationships with stakeholders and working closely with other Council services to improve registration rates, encourage voter turnout, and increase involvement in all aspects of the electoral process.

In this role, you will help to develop, deliver, and maintain the Electoral Services public engagement strategy. You will use demographic data and other relevant information to identify priority areas and work collaboratively with Council services and external partners to plan and deliver effective outreach activities across the community.

You will also contribute to the development of a wide range of promotional and engagement materials, including audio and visual resources, designed to improve accessibility, reduce barriers to participation, and encourage greater engagement in local democracy and the wider democratic process.

What will you be doing?

You will be providing a full range of administrative and technical support within the Electoral Services team with particular focus on promoting and encouraging participation in the democratic process. You will also assist in the day to day delivery of electoral registration activities and all types of elections, providing guidance and support to our small team of electoral support officers as required.

You will be responsible for developing and delivering projects that help to improve awareness of the importance and relevance of local democracy. You will be identifying and supporting outreach activities and developing promotional materials and guidance that aims to boost the number of registered electors and improve voter experience.

You will be proactively engaging with local community groups, education facilities, under registered groups and others to build a network of contacts that will help you to understand current registration levels, promote electoral registration and elections within the community to ensure that everyone who is eligible to vote is able to do so.

You will support the development, delivery, and ongoing maintenance of a comprehensive public engagement strategy. You will also contribute to the design and implementation of related strategies and action plans that support Electoral Services in delivering a modern, accessible service aligned with the Council’s corporate priorities of Family, Community, Prosperity, and Smarter, Faster, Fairer public services, while achieving locally agreed performance and electoral registration objectives.

About you

We are looking for a highly motivated, approachable, and enthusiastic team player to join our small but very busy Electoral Services team.

You will have experience of building and maintaining positive relationships with key stakeholders and working collaboratively as part of a team to develop and deliver defined projects and action plans.

Previous experience in electoral registration and elections, or a background in preparing promotional or engagement materials, would be advantageous.

You will have experience of working with people from a wide range of diverse backgrounds and an understanding of the challenges and barriers that can prevent individuals from registering to vote and participating in elections.

You will possess excellent verbal and written communication skills and be confident in presenting complex information in a clear and accessible way to a variety of audiences. The ability to work to a high degree of accuracy while under pressure and to meet defined deadlines is essential.

Excellent IT skills are required. Knowledge of the election management system Xpress is desirable but not essential, as full training will be provided.

This is predominantly an office and community based role. The postholder will be expected to be based mainly at our offices in Kettering and to travel to outreach activities. A full UK driving licence and access to a vehicle are essential.

You must have a flexible approach to work and be willing to work outside normal office hours, including evenings, weekends, and Bank Holidays, particularly during the annual canvass and in the run‑up to elections, sometimes at short notice.

You must also be willing to take annual leave in line with the Electoral Services cycle of work, with the understanding that leave will be restricted during elections and the annual canvass for the register of electors.
