We are looking for an Electoral Services Manager to join our friendly and high-performing team in a role which:

  • places you at the centre of the democratic process, ensuring residents can participate in elections
  • gives you the opportunity to lead and develop the electoral service, managing all aspects of electoral registration and the delivery of safe, accurate elections
  • allows you to build on your experience in a supportive, collaborative environment where your expertise will directly shape the Council’s elections functions.

About the role

As Electoral Services Manager, you’ll:

  • lead the effective delivery of electoral registration and the administration of all local, national and parish elections.
  • develop and implement election project plans, managing risks, resources and staff to ensure smooth and compliant delivery.
  • oversee the maintenance and accuracy of the electoral register, ensuring statutory compliance.
  • provide specialist advice and guidance to councillors, senior officers and stakeholders on electoral matters, legislation and best practice.
  • manage contracts, suppliers and software systems to support efficient service delivery.
  • lead and support a small team, ensuring they receive the training and development needed to excel.
  • work collaboratively across the organisation and with external partners including the Electoral Commission, Boundary Commission and contractors.

Who we’re looking for

  • have experience of electoral registration and election administration in a senior or supervisory role.
  • are confident managing complex projects, tight deadlines and high-pressure statutory processes.
  • have excellent organisational skills, with the ability to plan, prioritise and adapt quickly.
  • communicate clearly and professionally, both in writing and in person.
  • are detail-focused, proactive and committed to delivering accurate, high-quality results.
  • enjoy leading and motivating a team and working collaboratively with colleagues and partners.
  • are solutions-focused and enthusiastic about improving processes and delivering a resilient, modern electoral service.

Local Government Reorganisation

Surrey is part of the government’s plans for local government reorganisation. This means the current two tier system, where services are split between Surrey County Council and district and borough councils like Tandridge, will be replaced with larger councils, which handle all local services.

Although this may lead to some uncertainty for anyone considering a role with us, we need to continue to provide services.

When local government is reorganised, most staff will transfer to the new council on their current terms and conditions. Being part of a larger organisation may offer additional opportunities for career development and variety. The majority of the roles we currently have will still be needed whether that is for planning, housing, recycling and waste, finance, IT, HR etc.
