We’re looking for an experienced, knowledgeable, dynamic and collaborative Officer to lead on the LA’s strategy on safeguarding quality assurance work, Section 11 Safeguarding Audit, safeguarding training for schools and education settings and school’s safeguarding compliance. You’ll play a key role in leading the work on Education Safeguarding, supporting schools and education professionals with advice and guidance ensuring schools and education settings safeguarding arrangements are effective and compliant.

We are seeking a Safeguarding Quality Assurance & Training Officer to strengthen safeguarding practice across Tower Hamlets schools. In this key role, you will design and deliver high‑quality safeguarding training for DSL, schools and education settings, lead the DSL Forum, and create guidance and resources for schools. You will drive improvement through audits, thematic reviews, and statutory Section 175/11 duties, acting as a critical friend to help schools achieve strong, compliant safeguarding cultures. Working closely with Headteachers, DSLs and multi‑agency partners, you will ensure policies reflect national guidance and support continuous professional development across the borough.

Key Responsibilities
  • Deliver and coordinate high‑quality safeguarding training, including DSL, safer recruitment and core safeguarding programmes.
  • Lead safeguarding quality assurance activity, including audits, thematic reviews and the statutory Section 175/11 cycle.
  • Develop guidance, resources and model policies to support schools, DSLs and Governing Bodies.
  • Work collaboratively with Headteachers, DSLs and multi‑agency partners to identify gaps, respond to new national guidance and strengthen safeguarding practice.
  • Lead the Designated Safeguarding Leads Forum and contribute to local safeguarding partnership priorities.
  • Provide expert advice, prepare reports and support staff through supervision and professional development.
  • To support senior school staff, in particular nominated Designated Safeguarding Leads, in raising awareness and developing school policy and practice in relation to safeguarding and child protection.
About You

You’ll bring:

    • A thorough knowledge and understanding of the key legislations related to the LA’s statutory duties and functions regarding child protection and safeguarding, including education safeguarding.
    • Proven experience of leading on developing and delivery of safeguarding training, including Safer Recruitment Training, ensuring training contents are regularly reviewed and updated in line with national and local agendas.
    • Proven experience of developing safeguarding guidance ensuring these are reviewed both annually and as and when required in line with changes in statutory guidance and legislations.
    • The ability to use data and insight to understand complex challenges, identify trends and work with stakeholders to develop solutions.
    • Strong facilitation and engagement skills with the ability to engage senior staff in schools and education settings, senior LA officers, and other stakeholders.
    • Strong awareness and an understanding of national and local safeguarding landscapes.
    • Strong relationship-building skills, with the ability to work with a range of stakeholders.
    • High level of communication skills, with the ability to write reports and present for different audiences.
    • Strong organisational skills with the ability to plan, organise and deliver Designated Safeguarding Leads Forum and conferences for schools/educations settings on different themes/subjects.
    • Proven experience of auditing and quality assurance of safeguarding arrangements in schools and education settings.
    • Strong communication and collaborative skills, with the ability to work effectively in a diverse community.
