About the role

This is a Fixed Term Contract with a 2 year duration.

Are you interested in shaping the economic future of one of the fastest‑growing towns in the Midlands? We are looking to recruit an exceptional and motivated Economic Development Strategy Officer to help drive forward our growth and regeneration agenda.

As part of our dedicated Economic Development Team, you’ll play a central role in strengthening Rugby’s economic foundations—ensuring the borough has a robust, forward‑looking strategy supported by a strong evidence base, effective governance, and clear delivery plans.

You will work closely with colleagues, local businesses and a wide range of partners to ensure we have the best possible business support offer, an attractive inward investment environment, and a thriving skills ecosystem that enables our residents and workforce to benefit from high‑quality jobs.

In this role, you’ll help position and promote Rugby Borough as a great place to do business, visit and live, supporting our long‑term economic development aspirations and the regeneration of Rugby Town Centre.

You will:

  • Lead the development, implementation and monitoring of Rugby’s Economic Strategy Action Plan, translating strategic priorities into a clear, deliverable and costed programme of activity.
  • Establish a robust three‑year action plan, including defined actions, milestones, ownership, outputs and outcomes.
  • Design and manage governance, reporting, and performance frameworks, ensuring effective oversight, monitoring and evaluation of economic activity.
  • Engage with local businesses and partners, understanding their needs and supporting delivery of economic initiatives linked to the action plan.
  • Maintain a strong evidence base, analysing economic data, trends and intelligence to support decision‑making and future policy development.
  • Support the growth of the Green Economy, including green industries and skills.
  • Coordinate cross‑council and external partner input, ensuring joined‑up delivery of strategic priorities.
  • Respond to and support business growth, site enquiries and investment‑related activity where aligned to the strategy.
  • Prepare reports, briefings and presentations for officers, Members and stakeholders on economic performance and progress.
  • Identify and support funding opportunities, helping secure resources that enable delivery of economic priorities.

About you

You’ll bring experience in Economic strategy development, action planning, programme or project management, and data‑driven decision‑making.

You’ll be an analytical, strategic thinker with excellent communication skills and the ability to work collaboratively across teams and organisations.

You will be confident managing multiple priorities, designing performance frameworks, and producing high‑quality reports and presentations.

You’ll need strong strategic and political awareness, with the ability to work positively and constructively with a wide variety of internal and external stakeholders
