About the role:
We are seeking a forward thinking Director of Housing Assets to provide strategic leadership within the Council’s Housing Service. This is an exciting opportunity to shape the long-term sustainability, safety, and quality of council homes across Waltham Forest. This role will be central to delivering innovative solutions to the evolving challenges of asset management, compliance, climate resilience, and estate regeneration.
Following our recent housing inspection, the Regulator of Social Housing (RSH) awarded the Council a C2 grading. We are proud of the progress made since the launch of our Housing Transformation Programme, and the C2 grading demonstrates our positive trajectory. Our comprehensive improvement plan is already driving change, and this role will be pivotal in further strengthening standards and achieving excellence across all housing asset functions.
The successful candidate will ensure the effective management of our housing stock, enabling the Council to build thriving, sustainable communities that improve life outcomes for residents. Working closely with Members and senior officers across the Council, you will shape and deliver the Council’s Housing Asset Strategy, ensuring our homes are safe, compliant, well-maintained, and ready for the future.

Key Responsibilities:
- Provide strategic leadership for all Housing Assets functions, ensuring robust asset management, capital investment, and long-term financial planning.
- Lead the development and delivery of the Council’s Housing Asset Strategy, ensuring alignment with borough priorities, statutory requirements, and Waltham Forest’s Climate Action Plan.
- Oversee all aspects of safety, compliance, stock condition, and capital delivery, ensuring our housing assets meet high standards and support positive outcomes for residents.
- Hold strategic oversight of estate regeneration and new development on council housing land, ensuring projects are aligned with asset needs and resident priorities.
- Drive service transformation and continuous improvement, embedding modern, sustainable, and customer-focused approaches across asset management.
- Champion collaborative leadership, ensuring joined-up working across Housing, Climate, Regeneration, Finance, and other council services.
- Ensure strong governance, financial control, and value for money across all programmes and investment activity.
Qualifications and Requirements:
Educated to degree level or equivalent standard.
Relevant postgraduate / professional qualification
