About the Role

Are you passionate about driving digital transformation and empowering teams to embrace new technologies? Derbyshire County Council is seeking a Digital Adoption Lead Analyst with a strong focus on change management, user engagement, and behavioural adoption of digital tools.

You will play a pivotal role in bridging the gap between technology delivery and real‑world use, working closely with services, Digital and ICT teams, and project leads to make sure digital change lands successfully and delivers tangible value.

Key Responsibilities

  • Lead digital adoption and change activity to support the successful introduction and embedding of digital tools and ways of working across the council.
  • Work directly with users and services to understand how people work today, identify adoption barriers, and design practical interventions to support change.
  • Design and deliver adoption-focused training, guidance, and support materials that build confidence and capability.
  • Support digital and transformation projects by ensuring user needs, readiness, and change impacts are actively considered throughout delivery and roll‑out.
  • Monitor adoption and engagement using feedback, usage trends, and qualitative insight to inform targeted support and continuous improvement.
  • Act as an advocate for user‑centred change, promoting best practice in digital adoption, learning, and engagement across the organisation.

About You

We’re looking for someone who:

  • Has experience in digital adoption, organisational change, service transformation, or user enablement.
  • Is confident working with people at all levels to support change, address resistance, and build digital confidence.
  • Can translate digital change into clear, practical, and accessible guidance for non‑technical audiences.
  • Understands how to use insight and feedback to shape adoption activity, rather than performing formal data analysis.
  • Is motivated by improving public services through people‑centred digital change, not purely technical delivery.
