Castle Point Borough Council is seeking a dynamic and detail-driven Developer Contributions Officer to help us deliver vital infrastructure and environmental improvements through effective management of developer contributions.

In this exciting and varied role, you’ll be at the heart of planning and development, ensuring that contributions from developers, such as;

  • Community Infrastructure Levy (CIL),
  • Section 106 (S106),
  • Biodiversity Net Gain (BNG),
  • Building Safety Levy (BSL), and
  • Recreational Disturbance Avoidance and Mitigation Strategy (RAMS)

are accurately calculated, collected, and allocated. You’ll put in place new and manage existing electronic systems, monitor compliance, and support infrastructure projects that directly benefit our residents.

We are entering an exciting period and need a committed and enthusiastic individual, who enjoys a challenge, to assist the Council in maintaining its reputation for high quality service and delivering a pro-active service.

You’ll also:

  • Administer and monitor legal agreements and financial contributions
  • Provide technical and administrative support across planning processes
  • Prepare responses for planning and enforcement appeals
  • Contribute to the annual Infrastructure Funding Statement
  • Collaborate with stakeholders to ensure contributions meet community needs

  • Strong interpersonal and communication skills for influencing and building relationships
  • Analytical skills to interpret complex data, legislation, and information
  • Initiative and time management to handle a varied caseload independently
  • Problem-solving skills with the ability to make reasoned decisions
  • Proficiency in IT systems, including Microsoft 365 and Idox Uniform
  • Ability to conduct planning history searches and detailed checks
  • Full valid UK driving licence (for site visits)
  • Willingness to attend off-site and evening meetings/events

Experience

  • Previous practical experience working within planning, finance, financial administration is desirable.
  • Experience with planning applications (local authority or private sector)
  • Experience engaging with and maintaining stakeholder relationships
  • Experience managing overlapping projects or programmes
  • Familiarity with local authority financial procedures and procurement rules
  • Experience applying regulations to ensure legally sound outcomes
  • Experience handling legal agreements and legislation
  • Experience using Microsoft Excel and Access Database
  • Advanced knowledge of planning legislation (Town and Country Planning Act, BNG, BSL, CIL Regulations) is desirable

Qualifications

Applicants must hold both a GCSE or equivalent, in Maths and English at Grade C (Grade 4) and above.

Applicants must hold a full valid UK driving licence (for site visits).
