    Reading Borough Council is looking for a skilled and motivated individual to lead data and performance evaluation across services supporting people who are sleeping rough or at risk of homelessness. This role is central to ensuring that commissioned services are effective, efficient, and responsive to client needs.

The team primarily works from home, with some time required in our Reading office and undertaking meetings in the Reading area.

    You’ll work closely with the Rough Sleeping Initiatives Team, senior managers, and Council Members to provide strategic insights that shape service delivery and inform key decisions. Your work will directly contribute to the Council’s Homelessness and Rough Sleeping Strategy and Action Plan 2025 – 30.

    Key responsibilities

    • Lead the development of dashboards, reports, and performance metrics across commissioned services.
    • Analyse complex datasets to identify trends, service gaps, and opportunities for improvement.
    • Support contract management and commissioning decisions through data-driven insights.
    • Prepare and present performance reports to internal and external stakeholders, including governance bodies.
    • Manage statutory data returns and ensure data quality across systems.
    • Contribute to consultation and research projects using both qualitative and quantitative methods.

    What we’re looking for

    We’re seeking someone with a strong analytical mindset, excellent communication skills, and a passion for using data to drive service improvement. You should be confident working independently and collaboratively, with experience in tools such as Power BI, Excel, and statistical software.

    Essential skills and experience

    • Proven experience in data analysis, performance reporting, and dashboard creation.
    • Strong knowledge of Power BI, Excel, DAX, and data visualisation techniques.
    • Ability to interpret complex data and present findings clearly to varied audiences.
    • Experience in service evaluation, contract monitoring, and strategic planning.
    • Understanding of homelessness and rough sleeping services is desirable.
