Job Description

Overview

The London Borough of Harrow is seeking a new ICT Cyber Security Manager to lead our cyber security strategy and safeguard critical ICT infrastructure, resident data, and council services.. This is an exciting opportunity to lead Harrow Council’s cyber security strategy and make a real impact in protecting vital services for our residents and businesses. As IT Cyber Security Manager, you will champion resilience and innovation, ensuring our ICT infrastructure and sensitive data remain secure against evolving threats.

You will shape and manage the Council’s security framework, working collaboratively with internal teams and trusted partners to deliver robust solutions. From maintaining PSN and PCI-DSS compliance to embedding security by design in all projects, your expertise will help us stay ahead of risk and safeguard our digital future.

This role offers variety and influence, you’ll lead incident response, oversee governance, and drive continuous improvement across cloud and hybrid environments. You’ll also play a key role in strategic boards, contribute to corporate priorities, and manage a dedicated security budget.

About You

The successful candidate will have:

  • Proven experience in managing cyber security leadership, governance, and compliance preferably within public sector, regulated environments, or large-scale organisations.
  • Strong knowledge of NCSC guidance, PSN, PCI-DSS, GDPR, and Cyber Essentials Plus.
  • Hands-on experience with Microsoft Sentinel, Microsoft Defender, and Microsoft E5 security tools, including familiarity with Microsoft Copilot for Security.
  • A relevant professional qualification in cyber security or information management (or working towards one).
  • Excellent interpersonal skills to influence, negotiate, and build strong relationships internally and externally.
  • Ability to balance technical and commercial considerations to deliver business value.
  • Knowledge of ITIL frameworks and best practice modelling for cyber security management.
  • High standard of written and verbal communication skills, with the ability to engage diverse audiences.
  • Strong organisational and analytical skills to manage priorities and interpret complex data effectively.
  • A collaborative, inclusive approach with the ability to work under pressure and respond to emergencies when required.
  • Experience in incident response, risk management, and embedding security by design.
  • Excellent communication and stakeholder engagement skills.
