Winchester City Council is seeking an experienced Health and Safety professional to assist the Council in meeting its statutory obligations and maintaining its comprehensive health and safety management systems. This full-time role (37 hours per week) will work in support of the Service Lead – Public Protection and must have a NEBOSH diploma in Occupational Safety and Health or equivalent qualification and a proven track record of delivering a health and safety management system for a large organisation.

The successful candidate must be able to write health and safety policy, risk assessments and conduct workplace audits of safe working practice. They must be able to competently investigate accidents and dangerous occurrences, provide advice in respect to the Councils response to critical incidents and or emergency situations and provide reports on data trends and provide recommendations to senior management.

They must possess an inner confidence when engaging with service managers, developed communication skills, good judgement and be able to work under pressure, establish priorities and deliver to deadlines. A positive attitude is a must as the successful candidate will be expected to assist with developing a great safety culture throughout the organisation.

Although the post holder is expected to primarily deliver internal health and safety advice, and support the Council’s emergency response, they will be working within the wider Public Protection Service, which delivers on its external facing Local Authority health and safety enforcement role. As such they will receive and be expected to deliver resilience across these functions.

The City Council is committed to continuous service improvement and staff development.
