Castle Point Borough Council is seeking a motivated and technically capable Compliance Specialist (Mechanical, Electrical & Lifts) to join our Housing Services Directorate. This is an excellent opportunity to support the delivery of a resident-focused, data-led, and performance-driven service, ensuring that all homes are safe, compliant, and maintained to statutory standards.

Working within the Property Compliance Team, you will play a key role in supporting statutory compliance programmes for Gas Safety, Electrical Safety, and Lifts. The role is particularly suited to candidates with a mechanical or electrical background, or strong technical experience in building services compliance, helping the Council meet its landlord duties and continuously improve resident safety outcomes.

This role is based at the Council offices and requires regular travel to sites across the borough. A full UK driving licence and access to a vehicle with business insurance are essential.

Key Responsibilities

  • Support the delivery and monitoring of statutory compliance programmes for:
    • Gas Safety
    • Electrical Safety
    • Lifts and Lifting Equipment
  • Ensure that inspection programmes, testing regimes, and remedial works are completed to a high standard and within required statutory timescales.
  • Oversee the completion and quality assurance of gas servicing, electrical inspection and testing, and lift inspection and maintenance works.
  • Maintain, validate, and audit compliance data, certification, and risk registers within the Council’s compliance IT systems.
  • Monitor contractor performance, ensure appropriate remedial actions are implemented, and escalate risks or non-compliance where required.
  • Support the development, review, and implementation of compliance policies, procedures, and improvement plans.
  • Contribute to assurance activity through accurate KPI reporting, performance data, and compliance evidence.
  • Engage effectively with residents, contractors, and internal colleagues to promote a strong culture of mechanical and electrical safety compliance.

Skills and Abilities

  • Strong understanding of landlord statutory compliance obligations, particularly:
    • Gas Safety (Installation and Use) Regulations 1998
    • Electrical Safety Standards in the Private Rented Sector (England) Regulations
    • Lifting Operations and Lifting Equipment Regulations (LOLER) 1998
  • Ability to interpret gas safety records, electrical certification, lift inspection reports, and regulatory guidance.
  • Strong technical awareness of mechanical and electrical building services and associated compliance risks.
  • Experience coordinating contractors, managing inspection programmes, and applying effective quality assurance controls.
  • Ability to identify, scope, and prioritise remedial works based on risk.
  • Excellent written and verbal communication skills, including the ability to produce clear technical reports.
  • Strong attention to detail and an analytical approach to managing compliance data and evidence.
  • Strong IT skills, including experience using housing or asset compliance systems.
  • Ability to manage multiple priorities and work effectively both independently and as part of a team.

Experience and Qualifications

Essential

  • Demonstrable experience in property compliance, maintenance, building services, or asset management, ideally within social housing or another regulated environment.
  • Experience supporting, managing, or auditing gas, electrical, or lift compliance programmes.
  • Strong working knowledge of health and safety legislation and landlord statutory responsibilities.
  • Full UK driving licence.

Desirable (Mechanical / Electrical Emphasis)

  • Gas Safety:
    • ACS-qualified Gas Engineer (CCN1, CENWAT, or equivalent), or
    • Recognised Gas Safety Management qualification.
  • Electrical Safety:
    • City & Guilds 2391 (Inspection & Testing),
    • City & Guilds 2382 (18th Edition Wiring Regulations), or equivalent.
  • Lifts:
    • LOLER competence, lift engineering background, or LEIA-accredited training.
  • Health & Safety / Compliance:
    • IOSH Managing Safely or equivalent.
  • Building Services / Engineering:
    • HNC, HND, or equivalent qualification in Building Services, Mechanical or Electrical Engineering, or Construction.

Applicants without formal qualifications but with substantial relevant mechanical or electrical compliance experience will be fully considered.
