Castle Point Borough Council is seeking a motivated and capable Compliance Specialist (Fire Safety, Asbestos & Water Hygiene ) to join our Housing Services Directorate. This is an important role within a resident-focused, data-led, and performance-driven service, with a strong emphasis on supporting fire safety and building safety compliance across the Council’s housing stock.

Working within the Property Compliance Team, you will support the delivery, monitoring, and assurance of the Council’s Fire Safety compliance programme, while also assisting with statutory compliance in asbestos management and water hygiene (Legionella). You will help ensure the Council meets its landlord statutory duties and continues to improve safety outcomes for residents.

This post is based at the Council offices and requires regular travel to sites across the borough. A full UK driving licence and access to a vehicle with business insurance are essential.

Key Responsibilities

Fire Safety (Primary Focus – Supporting Role)

  • Support the delivery, monitoring, and continuous improvement of the Council’s Fire Safety compliance programme, ensuring alignment with the Regulatory Reform (Fire Safety) Order 2005 and the Fire Safety (England) Regulations 2022.
  • Support the commissioning, review, and quality assurance of Fire Risk Assessments (FRAs), ensuring findings are accurately recorded, prioritised, and progressed.
  • Assist in monitoring fire safety inspections, remedial works, and risk mitigation measures, helping ensure completion to the required standard and timescales.
  • Support contract management activities, including monitoring contractor performance and escalating fire safety risks or non-compliance where necessary.
  • Assist with assurance activity, audits, and regulatory engagement through accurate data management and evidence provision.

Asbestos and Water Hygiene (Supporting Responsibilities)

  • Support the delivery and monitoring of statutory compliance programmes for asbestos management and water hygiene (Legionella).
  • Assist in the quality assurance of asbestos surveys and water hygiene risk assessments.
  • Support the maintenance of accurate compliance data, certification, and risk registers within the Council’s compliance IT systems.

General Responsibilities

  • Maintain and validate compliance data, certification, and risk registers.
  • Support the development, review, and implementation of compliance policies, procedures, and improvement plans.
  • Contribute to KPI reporting, management information, and assurance reporting.
  • Engage effectively with residents, contractors, and colleagues to promote a strong culture of safety, accountability, and continuous improvement.

Skills and Abilities

  • Good understanding of landlord statutory obligations and health and safety legislation, particularly:
    • Fire Safety: Regulatory Reform (Fire Safety) Order 2005 and Fire Safety (England) Regulations 2022
    • Asbestos: Control of Asbestos Regulations 2012
    • Water Hygiene: HSE ACOP L8 and HSG274 Parts 1–3
  • Ability to interpret Fire Risk Assessments, survey data, and contractor reports.
  • Ability to assist in identifying, scoping, and prioritising remedial works.
  • Strong organisational and problem-solving skills with excellent attention to detail.
  • Ability to manage multiple compliance workstreams with supervision and support.
  • Clear written and verbal communication skills, including the ability to produce technical reports and recommendations.
  • Strong IT skills, including experience using housing or asset compliance systems.
  • Ability to build effective working relationships with contractors, consultants, and internal stakeholders.

Experience and Qualifications

Essential

  • Demonstrable experience working within property compliance, fire safety, building safety, or housing asset management.
  • Experience supporting fire safety compliance activities, including Fire Risk Assessments and remedial actions.
  • Experience coordinating external contractors and validating statutory safety certification.
  • Full UK driving licence.

Desirable

  • Fire Safety qualifications, such as:
    • IFE Level 3 or Level 4 Certificate or Diploma in Fire Safety
    • NEBOSH Fire Safety Certificate
    • Level 3 or Level 4 Fire Risk Assessment qualification
  • Professional membership of a relevant body (e.g. IFE, IFSM).
  • Fire door inspection or passive fire protection training (e.g. FDIS, BM TRADA, or equivalent).
  • Awareness of the Fire Safety Act 2021 and Building Safety Act 2022, particularly in a residential housing context.
  • Asbestos: BOHS P402, P405, or equivalent.
  • Water Hygiene: Legionella Responsible Person / Water Hygiene Management qualification.
  • Health & Safety / Compliance: NEBOSH General Certificate or IOSH Managing Safely.
  • Construction / Building Services: HNC, HND, or equivalent.

Applicants without formal qualifications but with substantial relevant experience in fire safety or building safety compliance will be fully considered. Applicants working towards recognised fire safety qualifications are also encouraged to apply.
