Compliance specialist (Electrical Gas and Lifts)

Castle Point Borough Council are seeking a motivated and capable Compliance Specialist to join our Housing Services Directorate. This is an exciting opportunity to be part of a team delivering a resident-focused, data-led, and performance-driven service, ensuring that every home we manage is safe, compliant, and maintained to the highest standards.

Working within the Property Compliance Team, you will support the Council in managing statutory safety programmes Gas Electrics and Lifts helping to ensure that Castle Point Borough Council fully meets its landlord compliance duties and continues to improve safety outcomes for residents.

Please note that this role will be based in the council offices and will require regular travel to sites in the borough, Driving Licence, suitable own transport with business insurance is required.

Key Responsibilities:

  • Support the delivery and monitoring of statutory compliance programmes for: Gas Electrics and Lifts
  • Ensure that all, inspection programmes, and remedial works are completed to a high standard and within required timescales.
  • Oversee the completion and quality assurance of al Gas, electrical and Lift works.
  • Maintain and validate compliance data, certification, and risk registers on the Council’s compliance IT system.
  • Review contractor performance, ensure appropriate remedial actions are implemented, and escalate issues of non-compliance.
  • Support the development, review, and implementation of compliance policies, procedures, and improvement plans.
  • Contribute to assurance reporting through accurate KPI and performance reporting.
  • Engage effectively with residents, contractors, and colleagues to promote a strong culture of safety and compliance.

Skills and Abilities:

  • Strong understanding of landlord compliance obligations, particularly Gas Safety (Installation and Use) Regulations 1998, Electrical Safety Standards , and Lifting Operations and Lifting Equipment Regulations (LOLER) 1998.
  • Ability to interpret compliance certificates, inspection reports, and regulatory guidance.
  • Experience working and managing h contractors, coordinating safety works, and implementing robust quality control measures.
  • Ability to identify and scope remedial works.
  • Excellent written and verbal communication skills, with the ability to produce clear technical reports.
  • Strong attention to detail and an analytical approach to managing data and compliance evidence.
  • Strong IT skills, including the ability to use housing compliance systems.
  • Ability to manage multiple priorities and work effectively both independently and as part of a team.

Essential Qualifications:

  • Demonstrable experience in property compliance, maintenance, or building services, ideally within social housing or a regulated environment.
  • Experience managing or auditing gas, electrical, or lift compliance programmes.
  • Strong working knowledge of health and safety and landlord statutory obligations.
  • Valid UK driving notice

Desirable Qualifications:

  • Gas Safety: ACS-qualified Gas Engineer (CCN1, CENWAT, or equivalent) or recognised Gas Safety Management qualification.
  • Electrical Safety: City & Guilds 2391 (Inspection & Testing), 2382 (Wiring Regulations – 18th Edition), or equivalent.
  • Lifts: Lifting Operations and Lifting Equipment (LOLER) competence or LEIA-accredited awareness training.
  • Health & Safety / Compliance: IOSH Managing Safely, or equivalent.
  • Building Services / Property Compliance: HNC, HND, or equivalent qualification in Building Services, Engineering, or Construction.
