We are looking for an experienced and motivated Compliance Manager to join us on a full time, 23 month fixed-term contract or secondment. About you…
Reporting to the Head of Strategic Property Management, you will lead the council’s building compliance programme. You will ensure that our commercial, operational, community, and social care properties meet all statutory requirements, Approved Codes of Practice, and industry best practice.
You will oversee compliance activities across areas including:
- Gas safety
- Electrical testing
- Water hygiene
- Fire safety
- Asbestos management
- Lifts, escalators, and lifting equipment
- Lightning protection
Working closely with skilled colleagues and specialist contractors, you will continuously review, challenge and enhance our approach to compliance, ensuring our buildings remain safe environments for colleagues, residents and service users.
You will also commission and manage contractors, carry out audits across a varied estate, and provide clear, reliable reporting to support strategic decision-making.
You will bring experience leading building compliance, strong organisational and budget management skills, and the confidence to coordinate complex programmes of work. Strong communication and the ability to build positive relationships with colleagues, tenants and professionals is essential.

You will be joining a knowledgeable and supportive property team responsible for building services, repairs and maintenance, condition surveys, compliance, and professional advice across the council.

Key responsibilities…
- Lead the delivery of property compliance across a wide-ranging portfolio
- Ensure statutory compliance, adherence to ACOPs, official standards and best practice.
- Oversee and instruct contractors delivering compliance testing and remedial works.
- Monitor and audit both directly and externally managed properties.
- Establish regular compliance meetings to provide up-to-date assurance on health and safety standards and performance.
- Produce clear and reliable reporting to support informed decision‑making and continuous improvement.
