Job Title: Community Safety, ASB & Enforcement Team Leader
Salary: £45,624 - £52,038 per annum
Grade: F
Contract Type: Permanent
Working Hours: 37 hours per week

About the Department

This is an exciting time to join the Community Protection & Enforcement (CPE) Service as we strengthen our approach to community safety and develop a more visible, intelligence‑led enforcement presence across the borough. Recruiting to this role will bring:

About the Role

As the Community Safety, ASB & Enforcement Team Leader, you will:

Operational Leadership

  • Lead, motivate and supervise ASB and Environmental Enforcement Officers.
  • Oversee day‑to‑day service delivery, ensuring lawful, consistent and high‑quality enforcement.
  • Manage escalated, complex or high‑risk cases and associated complaints.

Strategic and Performance Management

  • Support the development and delivery of ASB and environmental enforcement strategies.
  • Analyse performance data and trends to drive targeted interventions and service improvement.
  • Ensure robust governance, compliance, and risk management across team operations.

Community & Partnership Engagement

  • Act as a key operational contact for Police, housing providers, contractors and community partners.
  • Take part in public engagement, reassurance and problem‑solving initiatives to reduce ASB and improve local environments.

Enforcement & Compliance

  • Deliver and oversee enforcement actions including notices, FPNs and evidence gathering for legal proceedings.
  • Ensure compliance with legislation including ASB powers, PSPOs, the Environmental Protection Act and Highways Act

What We’re Looking For

You will be an experienced operational leader with a strong background in ASB, community safety, environmental enforcement, or a similar field. You will have:

  • Significant experience leading teams in enforcement or ASB environments, including social housing.
  • Strong decision‑making, conflict resolution and communication skills.
  • Experience dealing with complex, sensitive or confrontational situations.
  • An ability to use data to drive performance and operational planning.
  • Commitment to the Council’s values of accountability, collaboration, and responsiveness.
  • A full UK driving licence.

You will be confident in balancing robust enforcement with proportionate, community‑focused approaches that support long‑term solutions.
