    The Transformation Team sits at the heart of the Council. We work collaboratively with services across the organisation and with our partners to drive large scale change and establish best practice. The Council's Transformation Programme is overseen and supported by our Leadership Team, ensuring that our work always focuses on the key priorities for our city, having the maximum impact in improving services for the people of Coventry and making best use of the resources available to us.

    Our team is made up of change professionals, trained in APM (Association of Project Management) and we use a wide range of project management and stakeholder engagement approaches to deliver our programmes and projects.

    What is the job role?

    We are seeking an experienced Change Manager to help identify, shape and deliver the changes required to achieve the Council’s priorities. This role is central to ensuring that transformation activity translates into meaningful, measurable benefits for residents, communities and the organisation.

    A key emphasis of the role is supporting people through change and embedding a culture where the customer is at the heart of everything we do. You will work closely with services to ensure that change initiatives are well‑designed, effectively implemented and, critically, deliver the intended benefits.

    We recognise that people are fundamental to achieving sustained change. As such, we are looking for someone with a strong people focus, excellent engagement skills, and a practical approach to change that complements our highly motivated transformation team.

    All candidates must have the Right to Work in the UK. We are currently not offering sponsorship for this role.

    Who are we looking for?

    As a Council, we continue to operate in an environment of significant and ongoing change, often at pace. We are therefore seeking an individual who demonstrates personal resilience, adaptability, and the confidence to work flexibly across a diverse and complex organisation.

    You will be comfortable supporting all stages of the change journey from early discovery and design through to implementation and post‑delivery review while maintaining a clear focus on outcomes and benefits. In particular, we are looking for someone who can:

    • Define, track, and create plans to realise benefits arising from change and transformation activities
    • Translate change programme priorities into clear, measurable outcomes
    • Use data and insight to inform decision making, evidence impact, and support continuous improvement
    • Ensure benefits are sustained beyond implementation and embedded into business‑as‑usual ways of working
