This position is available as a secondment opportunity for 12 months. Luton Council is embarking on an ambitious programme of transformation – and we’re looking for a dynamic Change & Engagement Officer to help us bring our vision to life.

In this pivotal role, you’ll work closely with our Business Change Manager and Head of Transformation to design and deliver effective change management plans that support our organisation-wide programmes. You’ll play a key part in ensuring that colleagues, stakeholders and residents understand, connect with and feel supported through the changes ahead.

What you’ll be doing

  • Developing and implementing clear, robust change management plans that guide staff and services through transformation.
  • Creating and delivering engaging, accessible communication strategies that use plain language and a range of channels – from digital content to face-to-face briefings.
  • Planning and leading effective engagement activities such as staff sessions, workshops, roadshows, surveys and forums to build understanding, gather insight and foster support for change.
  • Translating complex information into compelling, easy-to-understand messages for diverse audiences including staff, managers, senior leaders, members, partners and residents.
  • Using recognised change management approaches (such as ADKAR) to support individuals and teams as they adopt new processes, systems and ways of working.
  • Building trusted relationships across all levels of the organisation, securing buy-in and influencing positive behavioural change.
  • Acting as a champion for transformation, helping embed cultural change and new ways of working.

About you

You’ll be a confident communicator with a natural ability to engage people, explain complex ideas clearly and bring others with you on the journey. You’ll understand what good change management looks like and be comfortable working collaboratively across services, balancing multiple priorities and supporting others through periods of transition.
