About the Role

We’re building something exciting at the Combined Authority — and we’re looking for a Change & Analysis Lead to help shape it.

Business Analysis and Change Management are rapidly developing disciplines within the CA, and this role sits at the centre of a growing, high‑performing specialism. As the organisation modernises, embraces new technologies, and responds to the opportunities unlocked through deeper devolution, your leadership will be critical in shaping how we evolve to deliver better outcomes for our residents, businesses and communities.

You’ll lead the development of our Change & Analysis function, championing best practice and embedding consistent approaches across our transformation portfolio. Working closely with senior stakeholders, you’ll translate complexity into clarity, support the design and delivery of change, and help set projects up for success from day one.

You’re someone who combines curiosity, structure and influence. You bring strong expertise in business analysis and change management, and you’re motivated by building capability and improving how organisations deliver change.

  • •Facilitate workshops, problem‑solving sessions and discovery activity with confidence and clarity.
  • •Embed consistent standards, frameworks and methodologies across programmes.
  • •Coach and develop others, helping to grow a strong professional community.
  • •Balance strategic thinking with a hands‑on, delivery‑focused approach.
  • •Operate collaboratively, inclusively and with a strong sense of public value.
