    Job Title: Case Management Officer (3 positions)

    2 x permanent positions - Housing Regulation and Compliance

    1 x fixed-term position until 31.03.2028 – Antisocial Behaviour and Criminal Investigations

    Safer Communities are seeking highly motivated, skilled and experienced officers to join our multi-disciplinary Safer Communities Service.

    Posts 1 & 2 Permanent – Private Sector Housing regulation and compliance

    These posts are suited to experienced enforcement professionals with a strong track record of undertaking high-level and complex investigations.

    Key responsibilities and expectations:

    • Conduct advanced investigations into serious housing and landlord-related offences
    • Undertake interviews under caution (PACE compliant)
    • Gather, assess and present evidence to a criminal and civil standard
    • Prepare court-ready case files and represent the Council in legal proceedings where required
    • Take appropriate enforcement action including:
    • Civil penalties
    • Prosecution of offenders
    • Formal notices and statutory interventions
    • Carry out detailed housing inspections, including application of the Housing Health and Safety Rating System (HHSRS)
    • Lead on complex case management requiring robust decision-making and problem solving

    You will play a critical role in supporting the Council to discharge its statutory duties and powers, including those introduced under the Renters’ Rights Act 2025, contributing to:

    • Strengthened tenant protections
    • Improved housing standards
    • Effective use of enhanced regulatory and enforcement powers

    You will:

    • Have significant experience in housing enforcement or regulatory investigation roles
    • Demonstrate strong knowledge of relevant housing legislation, enforcement powers and legal processes
    • Have experience of prosecuting offenders or issuing civil penalties
    • Be confident producing high-quality written statements and evidential reports suitable for court
    • Show excellent analytical and problem-solving skills, particularly in complex or high-risk cases
    • Be able to work with vulnerable individuals, applying appropriate safeguarding and support considerations

    Post 3 – Fixed Term – ASB & criminal investigations

    We are also recruiting one fixed term Case Management Officer to support targeted work tackling antisocial behaviour and criminal activity across all housing sectors and communities.

    Key responsibilities:

    • Investigate and manage high risk/complex cases involving:
    • Antisocial behaviour (ASB)
    • Hate-related incidents and offences
    • Illegal eviction and harassment of tenants
    • Use a range of statutory powers and tools to resolve issues and protect victims
    • Work collaboratively with partners including Police and other agencies in a multi-agency environment
    • Build strong cases, including evidence gathering and preparation of enforcement action

    You will:

    • Have experience in ASB, community safety or criminal investigation work
    • Demonstrate knowledge of relevant legislation and enforcement powers, including those relating to:
    • Antisocial behaviour
    • Hate crime
    • Illegal eviction and tenant protection
    • Be confident in managing sensitive and high-risk cases, often involving vulnerable victims
    • Be able to take a proportionate, victim-focused and enforcement-led approach
