We are seeking a dynamic and enthusiastic waste management professional to join Tower Hamlets Waste Services as Borough Operations Manager. The role involves overseeing waste management operations in a diverse central London borough and offers the chance to make a meaningful positive impact in local government.

As Borough Operations Manager and reporting to the Head of Waste Services and Development, you will be responsible for the delivery of waste, recycling, cleansing and related services across Tower Hamlets. The service is delivered to commercial waste customers, over 120,000 households and a population of more than 325,000 operating with over 400 staff and a fleet of 102 vehicles.

You will lead the operational management team and maintain a high standard of operational conduct, competence, performance and regulatory compliance across the service. In doing so you will play a critical role ensuring services are performed to schedule and resolutions implemented whenever required throughout the day and night operations.

The role will deliver operational services safely and efficiently through the management of budgets and expenditure, resource allocation, quality control and performance management. Developing and maintaining effective communications and liaison is a crucial element of the role in managing staff resources and relations and ensuring excellent customer relations with local housing management, housing providers, residents and businesses.

Using your operational expertise, you will contribute to the strategic development and improvement of services.

You will work with and be supported by the Council’s fleet and health and safety teams, service based human resources, training support and technical resource teams.

You will have detailed operational experience in managing waste related services with an excellent understanding of contemporary waste policy, legislation, practice and procedures relating to Waste Management, ideally in a local government setting. You will possess a relevant degree, and/or professional qualification in waste related management or at least 5 years relevant experience.

This is an excellent time to join Waste Services as we receive positive feedback on cleansing standards which is backed up with excellent Keep Britain Tidy monitoring results. We continue to use and develop digital business tools within the service, and this helps to inform and deliver further planned expansion of services.

This is a unique opportunity to lead a passionate team at the forefront of waste management innovation in one of London’s most vibrant boroughs. You’ll drive strategic initiatives, champion sustainability, and help shape Tower Hamlets’ future as an environmentally responsible community. We’re proud of our commitment to investing in people, offering tailored training and advancement opportunities, and fostering a collaborative, supportive work culture.

Tower Hamlets vision for our borough is that: people are aspirational, independent and have equal access to opportunities; we are a borough that our residents are proud of and love to live in; and we are a dynamic, outcomes-based council using digital innovation and partnership working to respond to the changing needs of our borough.
