We are looking to appoint an Apprentice Regulatory Compliance Officer to join our busy Environmental Health Residential Team to help protect tenants by focusing on housing standards and tenancy related enforcement.

The Council will support the successful candidate in gaining professional experience whilst working toward a Level 4 Regulatory Compliance Officer (Housing) Apprenticeship.

As we are looking at appointing someone new to this area of work, the starting salary will be at the bottom end of the scale. This will increase as your experience and studies progress.

Pendle is in Lancashire’s scenic Pennines, close to the Yorkshire Dales, Lake District, and Manchester.

We offer:

  • Flexible working, including no set core hours, up to 2 flexi days per month, and compressed hours
  • Up to 31 days annual leave
  • Flexible contracts requiring 2–3 days in the office each week (more if needed), so you should live within commuting distance of Nelson, Lancashire

Our Benefits include:

  • Local Government Pension Scheme
  • Option to buy extra annual leave
  • Cycle to Work, home tech, and car salary sacrifice schemes
  • Discounts at major retailers via the Vivup programme
  • Access to Employee Assistance Programme

We welcome applicants from all backgrounds and do not discriminate on any basis, including age, disability, gender reassignment, marriage & civil partnership, pregnancy & maternity, race, religion or belief, sex or sexual orientation.

Please note: we are unable to support visa sponsorship for this post as the occupation code for the role is not one that is eligible for a skilled worker visa.

Local Government Reorganisation

The Government has confirmed that local government across Lancashire will be reorganised, with the current 15 councils being replaced by four new unitary councils covering North, South, Pennine and West Lancashire from April 2028.

If you are successful in your application, you will initially join Pendle Council. However, as part of the planned transition, your employment will transfer to Pennine Lancashire from April 2028, subject to the implementation of the reorganisation and relevant employment legislation.

Throughout this period, our focus remains on delivering excellent services to our communities. By joining us now, you'll play an important role in shaping the future of local government and helping to build a strong new organisation that will serve residents for years to come.
