We are looking for the post holder to be an experienced officer used to working in local government, working as part of the Housing Management Team to proactively carry out fraud investigations and pursue all aspects of social housing fraud, including audit and inspections of council owned properties, unlawful sub-lettings, ineligible succession claims, non-occupation or non-use of Council property as principle home; fraudulent right to buy applications, mutual exchanges for payment and fraudulent housing applications.
The post holder will require extensive experience of housing management work, including experience of carrying out housing fraud investigations with knowledge of housing law and legislation relating to tenancies and housing fraud and be able to work in conjunction with other councils, registered social providers or the local police force to prevent Housing Fraud.
We require an experienced officer who will maintain a high standard of investigations, using their initiative to lawfully gather evidence; draft concise reports to their line Manager on each investigated case and prepare case files for potential legal proceedings. They will be expected to visit residential properties, gather witness statements, which will sometimes be outside of the normal office hours, as well as attend Court to give evidence as and when required.
The post holder will be responsible for ensuring service standards are achieved, have good communication skills, be able to communicate with a wide range of people, have the ability to prioritise tasks against competing demands and deadlines, be able to deal with sensitive issues in a confidential manner and display a calm and confident persona in difficult situations.
The post holder will be required to hold a full driving licence and have access to a car as well as having a clean DBS check.

You will help in preventing homelessness and look to offer viable options and solutions; these will include but are not limited to, planned ways of leaving home for singles and families, mediation support, private rented sector accommodation, measures to help support victims of domestic abuse. About the role

In this exciting and impactful role, you’ll work at the heart of London’s resilience efforts, collaborating with key stakeholders across the&nbsp;London Resilience Partnership (involving over 170 organisations), to ensure the city is ready to respond to and recover from emerging risks.
You’ll play a key role in localising national risks and planning assumptions to shape multi-agency emergency plans that reflect London’s unique risk landscape. You will be involved in designing and supporting exercises to test those plans and London’s preparedness as well as capturing lessons from exercises and real incidents, working with partners to embed meaningful change. Your work will also contribute to governance and assurance processes, helping to maintain confidence that London is ready to respond effectively to any emergency.
You will also be part of the London Resilience Unit’s on-call team, supporting multi-agency strategic coordination in response to incidents in London. This will involve working unsociable hours from time to time and qualifies for an on-call allowance payment.
What your day will look like
In this role, you will:

<li>Lead on the development and maintenance of multi-agency plans, policies and procedures.</li>
<li>Take a proactive role in ensuring continued improvement of resilience services, working closely with the London Resilience Manager on specific policy issues.</li>
<li>Deliver work on specific policy areas which may include multi-agency risk assessment, training, exercising, learning and improvement, and assurance of emergency response capabilities.</li>
<li>Develop and prepare reports for multi-agency audiences, based on research, consultation and analysis.</li>

<li>Build strong and effective working relationships with internal and external stakeholders at all levels of seniority.</li>
<li>Promote the work of the Partnership through the London Resilience Unit and provide resilience expertise, advice and support to the London Resilience Partnership and wider stakeholders.</li>
<li>Respond to emergencies as part of the London Resilience Unit’s response function (operational 24 hours a day, 365 days a year), in support of the London Resilience Partnership’s, and London local authorities’ strategic coordination arrangements.</li>

Skills, knowledge and experience

<li>Experience of working across organisational boundaries, ideally with an understanding of London’s resilience governance and risk landscape.</li>
<li>Demonstrated ability to research, analyse and synthesise information from multiple sources, and convey this in a range of formats suitable for a variety of audiences.</li>
<li>Excellent interpersonal skills, and the ability to build strong working relationships with multi-agency partners at all levels.</li>

About The Role
This is an exciting opportunity to join our Homelessness, Independence and Preventative Services which adopts a preventative approach across the housing, health and social care agendas. You must be professional, energetic and enthusiastic as we are interested in what you can bring to help us improve and develop our services to support some of our most vulnerable residents. We are looking for someone to work in housing allocations to allocate council properties and to provide nominations to Registered Providers.
You are highly organised to allocate permanent council accommodation and nominate to Registered Providers to ensure properties are let as soon as practicably possible. You will carry out viewings and sign-up new tenancies, taking account of individual customer needs. You provide information, advice and support with moving arrangements including advice and assistance regarding benefits and access to financial support.
You will engage with our service users via a combination of customer facing contact via telephone and email, ensuring customer records are accurate and up to date at all times. You are highly motivated to to promote our service and actively participate in developing service improvement across the Homelessness, Independence and Preventatives Services. You will work collaboratively across the service and with other professionals to achieve individual outcomes for residents while supporting the shared goals of the council.
About The Team You’ll Be Working In
This is an exciting and busy role in the Allocations team. The service is developing and progressing our agenda to reduce the use of temporary accommodation and achieve more upstream prevention outcomes.
1.You are a frontline professional delivering a first class, modern and flexible service to some of the most vulnerable people in the Borough. You are outcome focussed and seek to achieve successful outcomes by implementing bespoke solutions to complex problems.
2.You will carry out allocations, viewings, lettings and nominations to minimise void times, ensuring adherence to the Council’s Allocations Policy and associated procedures.
3.Ensure shortlisted applicants are verified prior to offer of nomination, in particular, relation to eligibility, priority band and date, household composition, property criteria and affordability, identifying potential fraudulent applications and assist with reviews of offers to determine whether they are suitable, preparing evidence that may be used in legal proceedings.
4.Provide accurate information and advice on waiting times, rehousing prospects and alternative housing options, such as downsizing, mutual exchange and Seaside and Country Homes.
5.You will be working in a service that makes a real difference to the lives of people who are homeless or at risk of losing their housing.
6.You will work collaboratively with your colleagues and partner agencies to contribute to the effective delivery of the integrated preventative service across housing, health and social care, avoiding escalation to higher level and crisis service provision where applicable.
7.Assist with training of staff regarding the Housing Allocations process and rehousing process and support project work and new initiatives, including customer satisfaction surveys, assisting to identify and implement service improvements.

Ideally you will have experience of not only managing a casework of challenging planning applications, but have also been involved in negotiating s106 agreements and presenting at Committees.&nbsp; Experience of hearings and public inquiry appeal work is also preferable.
