Parking is often a contentious issue, which requires a sensitive approach in order to balance competing traffic management demands with expectations of our customers and partners.
Our team receives over 8,000 incoming challenges and representations each month, which have to be considered within timeframes set by the legislation and as recommended by the Secretary of State for Transport. Over the last five years, our service area achieved the highest performance amongst all London Councils, with over 76% of all cases going in the Council’s favour at the London Tribunals. We believe in a first-class customer experience, and we are looking for bright people who can bring our three service promises to life;

As the Customer Services PCN Disputes Officer, you will need to ensure that disputes and appeals relating to penalty charge notices are thoroughly investigated, and that members of the public receive high-quality and well-drafted responses. Your role will require you to have an analytical mind, excellent letter writing and investigative skills, and the ability to make decisions based on clear parking policies and consideration guidelines.
You will be required to show high standards of customer service at all times, whilst delivering high quality and courteous responses, primarily in writing but also by phone and email. This will include recognising vulnerable customers, delivering fair and balanced outcomes, and ensuring that the right balance is struck between local policies and individual circumstances.
You will also undergo extensive in-house training which will be delivered by our experts, who will equip you with the necessary knowledge. Subsequent Level 3 NVQ accreditation will also need to be obtained.

Parking penalties and subsequent debt recovery action are often contentious issues, which require a sensitive approach in order to balance competing traffic management demands with the individual circumstances of our customers.
Our Debt Recovery and Appeals Team deals with more than 1300 appeals per year, which include appeals to the Environment and Traffic Adjudicators (London Tribunals), the Traffic Enforcement Centre witness statements and debt recovery court hearings. Many of these appeals and hearings have to be considered and defended in front of the Independent Adjudicators and in some cases Court Judges. We are proud to say that, over the last three years our service achieved the highest performance amongst all London local authorities, with 80% of all cases going in the Council’s favour at the Independent Adjudicators Tribunal. Our Appeals and Debt Recovery officers are experts in their field, and they are looking for more people to join us and share our success.

As the Appeals and Debt Recovery Officer, you will be expected to consider and make decisions against appeals lodged at the Independent Adjudication Service and in many cases the County Court. You will be required to investigate parking related formal appeals and compile comprehensive evidence packs for hearings at both London Tribunals and Courts. You will be tasked with ensuring that clear and compelling evidence is put forward to demonstrate the high quality of our parking schemes, and maintain our status of the best performing authority in the capital.
You will need to demonstrate a real appreciation of the complexities involved in many of these cases. You will work to help motorists close cases at earliest opportunity, whilst also recognising and identifying vulnerable customers and supporting them wherever possible. Finally, you will be responsible for aspects of the management of the council’s contracts with external enforcement providers, such as Enforcement Agents.
You will need to show high standards of customer service at all times, and will also undergo extensive training which will be delivered by our experts, who will equip you with the necessary knowledge, and subsequently a Level 3 NVQ accreditation for the role.

We are recruiting a Principal HR Officer at Caerphilly County Borough Council. Working hours: 37 Hours Contract Type: Full Time, Fixed Term for 24 months Location: Ty Penallta / Working hours can be split between home and office depending on specific task requirements.Team: Human Resources This position offers an excellent opportunity to become part of our team and provide support across the organization. We are looking for two experienced Principal HR Officers to join our People Services Business Partner team. This is an exciting opportunity to contribute to the delivery of a high quality and professional HR service across the organisation, supporting managers and employees on a wide range of people-related matters.As a key member of the HR team, you will provide expert advice and guidance on complex employee relations issues, attendance management, recruitment and selection, restructures, and terms and conditions of employment. You will also play a pivotal role in developing and implementing HR policies and procedures, delivering HR training, and analysing workforce data to support strategic decision-making.The postholder will support and contribute to the Council’s transformation agenda and work closely with HR Managers to deliver a responsive and effective HR service, providing professional advice, guidance and support to managers and employees on all HR matters. This includes supporting organisational change (referred to above), and contributing to the development of a modern, agile workforce.The role offers agile working arrangements, with a blend of home and office-based work, subject to operational requirements, and occasional travel to other Council sites, schools, and external agencies. Flexibility to work outside normal office hours may be required.For the role, we ask that you have: <ul><li>A Level 7 Certificate in Human Resource Management or equivalent Level 7 qualification (or Equivalent) and Associate Membership of the CIPD.</li><li>Strong working knowledge of HR policies, practices, and employment law.</li><li>Experience of working in a HR service.</li><li>Proven ability to manage complex HR cases and advise senior managers.</li><li>Excellent interpersonal, communication, and negotiation skills.</li><li>Willingness to travel within and beyond the County Borough. </li></ul>We have excellent benefits including the Local Government Pension Scheme, agile working patterns and staff discount schemes.
