About the role

We are looking to recruit a Senior Analyst to play an important role in ensuring the council can harness the potential of data, using evidence and best practice to support and inform the development of policy, strategy, plans and budgets, and in turn deliver the Corporate Strategy for Cambridgeshire County Council.

This role will specifically oversee the delivery of data and analytics work for the Council's Place & Sustainability directorate with a focus on monitoring traffic volumes, road safety, highways maintenance and evaluating projects. A variety of teams across the Council and partner organisations rely upon the analysis, information and advice provided by our team to make informed decisions – so you’ll really have a chance to make a difference.

The role will sit within Cambridgeshire County Council’s newly formed Policy, Performance & Intelligence Team - a team of 50 individuals who provide data, analysis insight and policy expertise to support the operational management and strategic planning of services.

We are a family-friendly employer and will be happy to negotiate working arrangements to support work / life balance. The role is available on a permanent basis and working hours are flexible. We are a hybrid working team that mostly works from home and works from the office 1 day per week.

Instead of CVs, candidates are asked to provide a supporting statement. Your supporting statement is your opportunity to demonstrate your suitability for the role. Your supporting statement should:

  • indicate how your skills, knowledge, and experience align with the job description and person specification.
  • provide relevant examples of complex analysis that you've managed, the steps you took to ensure quality, the tools or software you used and what you achieved.

We acknowledge that AI can be a useful tool to support your writing, however, please note that your application should represent your skills and personal experiences accurately and authentically.

For more information or an informal discussion, please contact Sian Loveday, Performance & Intelligence Manager (Place & Sustainability) at Sian.Loveday@cambridgeshire.gov.uk.

Please note: The application period for this role closes at midnight on Sunday 16th August 2026. Applicants that meet the essential criteria in the job description will be invited to an online analytical skills assessment (using PowerBI, Excel or a similar tool of your choice) during the week commencing 24th August. Shortlisted candidates will then be invited to an in-person interview at Sunley House in Papworth Everard the following week.

What will you be doing?

As a Senior Analyst, you will be responsible for managing the data, insights and analysis of a small team of analysts. The role will include:

  • Leading the delivery of high-quality data analysis to support strategic and operational decision making.
  • Provide professional leadership and expertise in data management, analytics, and performance reporting.
  • Lead projects to extract, combine, analyse and interpret complex datasets from multiple sources to identify trends, relationships, risks, opportunities and future demand.
  • Present analytical findings in clear, accessible formats for senior leaders, elected members, practitioners and partner organisations.
  • Lead quality assurance of analysis and reporting to ensure accuracy, consistency and compliance with statutory requirements.
  • Oversee statutory and regulatory data reporting and ensure data systems meet reporting requirements.
  • Identify opportunities to improve services, outcomes, efficiency and value for money through data-driven insight.
  • Support and develop a collaborative, data-driven culture across the Council and partner organisations.
  • Supervise and provide direction to Analysts and Analytical Assistants, supporting their development and ensuring high-quality outputs.
  • Work alongside the team manager to maintain work plans and manage resources to prioritise and deliver work on time.
  • Lead innovation in analytical methods, business intelligence tools, and new approaches to insight and reporting.
  • Manage and contribute to analytical projects, ensuring delivery to agreed timescales and strategic objectives.
  • Build and maintain strong relationships with internal teams, external partners and stakeholders, using insight to influence decision making and service improvement.
  • Support partnership agreements and service level agreements, including associated governance, documentation and data-sharing arrangements.
About you

Can you use data to make a difference?

Are you ambitious, innovative, good with data and passionate with an enthusiasm for supporting evidence led decision making. If so, we may have the role you’ve been searching for!

We are looking for an individual with strong technical skills, who has a sound understanding of a range of data sources and can apply those skills to embed new data solutions. You will have experience of overseeing projects and supporting others, as well as excellent organisational skills.

Good communication skills, both oral and written, are essential for this role, as the post holder will be required to present complex and sometimes technical information in appropriate forms for a wide range of internal and external audiences.

You will have relevant previous experience in a similar role or field. A high level of competence with Power BI and GIS are also desirable. The successful applicant will be well supported to further develop their subject knowledge and technical skillset.
