About the role

We’re looking for a proactive and community focused Senior Highway Maintenance Officer to help keep Cambridgeshire’s highway network safe, resilient, and well maintained.

In this leadership role, you will oversee reactive maintenance across your district, ensuring the network is inspected, managed and maintained to our standards. This is a key operational position, responsible for ensuring that our roads, footways, drainage systems, and associated infrastructure are safe, resilient, and maintained to our standards. You’ll take responsibility for managing a team of Highway Maintenance Officers, supporting their development, and acting as the escalation point for complex cases.

What will you be doing?

You will lead a team of Highway Maintenance Officers, providing day today support, coaching and oversight to ensure inspections and customer reports are carried out consistently and to a high standard. This includes managing the district inspection rota, ensuring all parts of the network are inspected at the required frequency, and carrying out spot checks and shadowing to maintain quality and compliance.

A key part of the role involves overseeing highway fault investigations, working with officers to scope repairs, estimate costs and place orders with the term maintenance using an asset management system in line our own highway operational standards. You will ensure all inspection records and documentation are accurate, well maintained and available for use in claims, audits and Freedom of Information requests.

In collaboration with the Area Highway Maintenance Manager, you’ll work closely with contractor's, residents, elected members, parish and town councils, and internal specialist teams to deliver high quality maintenance works, investigate faults, and ensure our communities are kept informed and supported. You will also handle minor highway enforcement matters, such as unauthorised works or verge encroachment, escalating cases where necessary.

Throughout all activities, you will contribute to the organisation’s sustainability and Net Zero goals by promoting responsible decision making and best practice within the team.

About you
  • H.N.C. (or equivalent experience) in Civil Engineering, Highways, Construction or a related discipline.
  • Strong technical knowledge of highway design, construction, maintenance and drainage, informed by national standards such as DMRB and MCHW.
  • In depth understanding of relevant legislation, including the Highways Act 1980 and NRSWA 1991.
  • Excellent organisational, communication and problem solving skills.
  • Ability to lead, support and motivate a team, ensuring consistent high quality service delivery.
  • Confident IT skills across Microsoft applications.
  • Use of asset management applications.
  • Understanding of equality, diversity and inclusion.
  • Ability to contribute to the Council’s Net Zero 2030 commitment.
  • Flexibility to travel to sites (including locations with limited public transport) and occasionally work outside standard hours.
