    Chelmsford City Council is seeking an enthusiastic and motivated individual with experience in housing conditions to join our Housing Standards Team. This is an exciting time to join the profession, with introduction of the Renters' Rights Act bringing significant changes to the regulation of the private rented sector, creating new responsibilities for both landlords and local authorities.

    This varied and rewarding role involves investigating complaints relating to housing conditions and breaches of housing standards and renters' rights legislation as well as being responsible for work relating to Houses in Multiple Occupation (HMOs), including licensing functions and associated regulatory activities.

    A key part of the role will involve providing advice and guidance to landlords, tenants and other stakeholders to promote compliance. Where necessary, enforcement action will be taken, including serving statutory notices and issuing civil penalties, to secure improvements and achieve long-term compliance with housing legislation.

    The successful applicant will also have the opportunity to contribute to a range of wider housing projects and initiatives aimed at improving housing standards across the district with the recent revision of the system used to assess housing hazards presenting opportunities to make a positive impact on housing quality and resident wellbeing.

    The successful applicant will possess excellent attention to detail, strong analytical and problem-solving skills, and a willingness to develop their knowledge and expertise. We will support you in building a comprehensive understanding of the housing legislation relevant to the role and in furthering your professional development.

    As a customer-focused organisation, we are committed to delivering the highest standards of service. Applicants will therefore need excellent communication, interpersonal and organisational skills, with the ability to manage a varied and demanding workload effectively.

    A full driving licence is required for this post and the nature of the work means that some activities will have to take place outside normal office hours.

    Chelmsford City Council operates a flexible working day based on 37 hours per week.
