Help Shape the Future of Safeguarding in Oxfordshire
The OSCP Project Officer JD final describes a role that sits at the heart of Oxfordshire's safeguarding arrangements, leading improvement projects and partnership priorities across children's services, health and policing.
We are looking for an experienced and ambitious Project Officer to join the Oxfordshire Safeguarding Children Partnership (OSCP) Business Unit and help drive system-wide improvement for children, young people and families.
This is an exciting opportunity to work across one of the most important public service partnerships in Oxfordshire. You will work with senior leaders and practitioners from Oxfordshire County Council, the Buckinghamshire, Oxfordshire and Berkshire West Integrated Care Board, Thames Valley Police and a wide range of partner agencies to deliver meaningful change that improves outcomes for children. The role supports the statutory safeguarding partnership and its programme of learning, improvement and continuous development.


About the Role
As Project Officer, you will lead and coordinate complex multi-agency projects and improvement programmes from concept through to delivery and evaluation. You will play a key role in helping the Partnership strengthen safeguarding practice, governance and learning across Oxfordshire.

You will

  • Lead and manage improvement projects across the full project lifecycle.
  • Coordinate partnership priority groups, task and finish groups and improvement activity.
  • Develop business cases, project plans, governance arrangements and evaluation frameworks.
  • Work with data, research and evidence to identify opportunities for improvement.
  • Facilitate workshops and collaborative problem-solving sessions.
  • Produce high-quality reports, presentations and performance information for senior leaders and partnership boards.
  • Support learning from reviews, inspections and assurance activity to drive tangible improvements in practice.
  • Champion innovation, continuous improvement and collaborative working across the safeguarding system.

This is a role with real impact. Your work will help ensure that learning from practice is translated into meaningful change and improved outcomes for children and families across Oxfordshire.


About You

We are looking for someone who combines excellent project management skills with a passion for improving services for children and families.

You will have

  • Experience delivering projects, programmes or transformation work involving multiple stakeholders and partners.
  • Knowledge of recognised project and improvement methodologies such as Prince2, Lean, Prosci, APM or MSP.
  • Experience working within safeguarding, children's services, local government, health, policing or another complex multi-agency environment.
  • Strong analytical skills and the ability to use evidence and data to support decision-making.
  • Excellent communication and facilitation skills with the confidence to engage senior leaders and practitioners alike.
  • Experience supporting governance, assurance or improvement activity.
  • Strong organisational skills and the ability to manage competing priorities.
  • A commitment to continuous improvement and achieving better outcomes for children and families.
