Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.

Job IntroductionWe’re recruiting a part-time Private Sector Housing and Enforcement Officer to join our dedicated team at Milton Keynes City Council.
This is a rewarding role where your work will directly improve housing standards and protect residents across our city.


The private sector housing team is responsible for regulating the standards of accommodation in the private rented sector, including carrying out the councils statutory duties under the Housing Act 2004 and the Renters Rights Act 2025.

This includes inspecting properties for hazards, taking enforcement action against landlords and property owners to rectify poor housing standards, and licensing of houses in multiple occupation. Our work ensures the safety of tenants in the private rented sector and ensures the provision of good quality homes.


In this role, you will play a key part in delivering these responsibilities by investigating housing conditions, enforcing legislation, and working alongside partners to achieve safe and compliant housing across Milton Keynes.


This role may be suitable for home working, following an assessment. Home‑based roles require a minimum of one day per week working from the office or site

This is a part-time role - 18.5 hours per week

Interviews for this role will be held on 11th to 13th August.

Role Responsibilities
  • Undertake investigations into private sector housing conditions to ensure properties meet health, safety and energy efficiency standards.
  • Carry out inspections and audits, taking appropriate action where hazards or breaches are identified.
  • Deliver enforcement action to secure compliance with housing legislation, including preparing and serving legal notices.
  • Prepare evidence and represent the council in legal proceedings, including attending court or tribunal hearings where required.
  • Identify and regulate houses in multiple occupation, ensuring licensing requirements and safety standards are met.
  • Investigate empty properties and take appropriate steps to bring them back into use, supporting wider work to reduce homelessness.
  • Manage a varied caseload, maintaining accurate records and working to deadlines and service standards.
  • Work in partnership with a range of stakeholders including councillors, emergency services and internal teams.
Ideal Candidate
  • Experience within housing or environmental health may already be in place, with an interest in developing further expertise in enforcement and regulation.
  • An experienced enforcement professional could also bring transferable skills into a housing context where work has a clear impact on the community.
  • A natural problem solver, motivated by improving living conditions for others and making a difference for local people.
  • Confidence in working independently is balanced with the ability to contribute positively within a supportive and collaborative team environment.
  • Comfort in a varied role, bringing together investigation, decision making and partnership working across services.
  • Clear and confident communication skills are essential, particularly when handling complex or sensitive situations.
  • A strong sense of ownership and commitment to delivering high standards in all aspects of work.
  • Adaptability and openness to change, alongside a willingness to learn and continue developing professional knowledge and skills.
