Job Introduction

Are you a natural collaborator who enjoys bringing people together to solve complex challenges? Do you want to play a key role in transforming how major highway and streetworks are planned across the West Midlands?

We're looking for a proactive and highly organised Senior Streetworks Officer to lead a brand-new initiative focused on identifying and delivering collaborative works opportunities across the highway network. Acting as the central coordinator, you'll work with utility companies, highway authorities, developers and other key partners to bring organisations together, encouraging smarter planning that reduces disruption, improves journey time reliability and delivers better outcomes for residents, businesses and the environment.

This is a unique opportunity to help shape an innovative approach to long-term network planning, supporting the development of Project Collaborate – a pioneering tool designed to identify collaboration opportunities on major highway and streetworks schemes. As one of the first roles of its kind in the West Midlands, you'll have the chance to create a lasting legacy, influence how organisations work together, and play an important role in supporting the region's transport ambitions, including bus franchising and improved network performance.

Success in this role relies on building relationships, influencing stakeholders, spotting opportunities where others see challenges, and turning ideas into collaborative action. If you're a confident communicator with strong organisational skills, a proactive mindset and the ability to bring diverse partners together, we'd love to hear from you.

Please note, this is a FTC until the end of March 2028.

What you will be doing

  • Partner with Governance to establish political and organisational buy in at all levels
  • Convene a multi-partner Steering Group and establish a governance structure to deliver successful collaboration
  • Undertake effective monitoring and evaluation, reporting on KPIs to the Steering Group to inform future enhancement of the collaboration service
  • Identify data requirements and opportunities to improve data accuracy, data sharing and data accessibility
  • Identify, manage and report on risks
  • Promote and lead behaviour change
  • Work collaboratively and in partnership with multiple agencies to identify conflicting aspirations and develop appropriate solutions
  • Understand the hotspots on the network for potential disruption and high impact disruptions
  • Ensure Regulations and the Code of Practice are adhered to
  • Identify potential cost-saving opportunities through process improvements

What’s essential

  • Experience in streetworks Regulations and practices
  • Experience of interpreting programmes and spatial data
  • Experience of analysing datasets
  • Experience working with and coordinating multiple partners
  • Good organisational skills and ability to manage workloads effectively
  • Good problem-solving skills
  • An ability to communicate clearly and build effective working relationships with stakeholders and partners
  • Good communication skills
  • Understanding of data protection and confidentiality when handling sensitive information
  • Ability to work proactively, with minimal supervision

Location.

The location for this role is 16 Summer Lane with at least 3 days a week spent in the office or out on site visits.

    We advertise salary ranges, with new appointments typically starting at the lowest salary point. In exceptional cases, the salary point may be adjusted to secure the best candidate.
