HRA New Build and Acquisition Surveyor – Estates x2
Barnsley Council is seeking highly motivated individuals who possess good technical and communication skills with significant experience gained in the residential sector to join our team of experienced valuation surveyors. &nbsp;
You will be responsible for supporting the Councils Strategic Housing New Build and Acquisition programme working within the Housing Revenue Account (HRA) portfolio to acquire residential to increase the Council house affordable stock and support the development of new build properties on Council owned land through direct build and joint venture opportunities. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
The role will involve conducting inspections, producing valuations and undertaking negotiations, agreeing sale terms for individual/bulk residential properties. You will also provide strategic residential property advice undertaking site due diligence, preparing terms for site sale/development and complete/review residual development appraisals to assess land value, marketing and negotiate terms through to sale/completion.
You will need to demonstrate the ability to provide structured professional advice related to the Councils New Build and Acquisitions programme, as well as experience of working with development partners to de-risk sites and have an understanding of the residential market.
You will also support the management of the Council’s land and property portfolio, ensuring compliance with statutory obligations. Additionally, you will contribute to the Councils Asset Management Plan and support the delivery of the Medium-Term Financial Plan targets.

You will be responsible for supporting the Principal Surveyors to ensure the provision of an integrated and comprehensive strategic property service to the Council. This will involve conducting inspections, valuations, measurement, negotiations and agree terms on tenancies as well as investigating queries and complaints and bring these to a satisfactory conclusion.
You will need to demonstrate the ability to provide structured professional advice related to the Councils priorities to encourage growth, as well as experience of working with development partners to de-risk sites and have a good grasp of Landlord and Tenant matters.
You will also support the management of the Council’s land and property portfolio, ensuring compliance with statutory obligations. Additionally, you will contribute to the Councils Asset Management Plan and supporting the delivery of the Medium-Term Financial Plan targets.

This is an exciting time to join our dynamic building maintenance team within Property Services, providing technical and advisory guidance to clients, stakeholders and the wider Facilities team. The building surveyor role requires a hands-on approach for reactive maintenance in all weather conditions and coordinating/managing planned maintenance and capital projects ensuring adherence to programmes within allocated budgets.
The attached job profile gives the full scope of the role, but here are some of the main responsibilities:
<ul>
<li>A proactive hands-on approach to site inspections and defect analysis, understanding when Health and Safety is priority and timely repairs of defects.</li>
<li>Preparing specifications, drawings and tender documentation for general maintenance, improvement works, refurbishments and new building schemes including adherence to the procurement process and evaluation of tender submissions.</li>
<li>Project management duties including liaising with contractors, specialists and stakeholders, whilst managing and co-ordinating delivery of projects including contract administration and quality control on site.</li>
<li>Undertake surveys in relation to condition and building surveying, analytical investigation, research and preparation of technical reports.</li>
<li>Experience with planning and building regulation applications, conservation and working with other specialist professionals/consultants.</li>
</ul>
