We’re looking for an experienced Principal Asset Manager to help us optimise Enfield’s diverse commercial estate and support the delivery of excellent services for our residents. 
You’ll play a key role in managing and maximising income from a substantial commercial portfolio (part of a wider non-housing portfolio of over 1,100 assets, including c.625 commercial properties and a commercial investment portfolio currently generating around £8m p.a.). 
Reporting to the Head of Estates, you’ll lead on complex commercial asset management work, provide expert professional advice, and help shape and implement our Strategic Asset Management Plan (SAMP) and Commercial Asset Strategy. 
About the role 
As Principal Asset Manager you will: 
 
 - Proactively manage a defined commercial asset portfolio (e.g. retail, industrial, rural or mixed-use), ensuring it is fully occupied, well-balanced and delivering optimal return. 
 - Lead and manage a wide range of commercial property transactions, including lettings, lease renewals, rent reviews, service charges, landlord consents, dilapidations, breaches of covenant and income/debt management. 
 - Identify opportunities to increase income, reduce voids and manage risk, ensuring full market rent is achieved wherever appropriate. 
 - Support and challenge colleagues to develop innovative approaches to the use and optimisation of assets, including re-purposing assets and creating new income streams. 
 - Work closely with the Head of Estates and Head of Disposals on option appraisals, disposals, acquisitions, development agreements and joint ventures, including business plans for vacant, surplus and retained assets. 
 - Contribute to annual asset valuations and ensure compliance with RICS and CIPFA guidance, working closely with Finance on capital accounting requirements.

About you 
We’re looking for someone who can combine strong technical expertise with confident leadership and excellent stakeholder skills. 
You will have: 
 
 - Extensive experience in asset/estate management and commercial/public sector surveying, including valuations, acquisitions and disposals, rent reviews, lease renewals, ratings, compensation and estate management across a diverse commercial or mixed-use portfolio. 
 - A proven track record of managing large commercial/investment portfolios to generate growth, maximise income and realise commercial potential. 
 - Experience of successfully delivering projects and programmes to time and budget, managing competing demands and external consultants where required. 
 - Strong analytical and problem-solving skills – able to interpret complex data, see the bigger picture and make informed decisions. 
 - Excellent negotiation, influencing, report-writing and presentation skills, with the ability to explain complex property issues clearly to a range of audiences, including senior officers, Members, partners and tenants. 
 - A good understanding of relevant legislation (e.g. Local Government Act, Landlord and Tenant Act, Health &amp; Safety legislation) and sound commercial and financial acumen.

We are looking for an experienced, improvement-focused manager to lead our Complaints &amp; Members Enquiries team. This is a key middle-management role with corporate reach helping to ensure complaints and Member Enquiries are handled consistently, lawfully, and with a strong focus on resolution, learning and service improvement. 
 
About the role 
 
You’ll lead a small team delivering high-quality corporate complaints and Member Enquiries work across the organisation (including coordinated complaints, statutory complaints and Ombudsman complaints). You’ll also work proactively with services to reduce avoidable complaints and escalation by improving customer experience and fixing root causes. 
 
This is a high-profile role with regular engagement with senior officers and elected members requiring strong judgement, confidence with data and performance reporting, and an ability to influence at pace.

 - Lead and motivate the team to deliver performance targets for Member Enquiries (MEQs) and complaints across corporate and departmental areas.

 - Act as case management system product owner, working with services and Digital colleagues to improve automation, insight and system performance. 
 - Drive continuous improvement: redesign processes, strengthen governance, tackle non-compliance, and embed learning and action planning with services. 
 - Lead on analysis and reporting—spotting themes, causes and opportunities for improvement, and presenting insight to senior leadership and political forums (e.g. DMTs, briefings and boards). 
 - Horizon scan for best practice and legislative / policy change in the complaints and Ombudsman landscape, translating learning into practical operational improvements. 
 
What we’re looking for 
 
You’ll bring:

About the Role
As Property Officer at Erewash Borough Council, you will be responsible for the day-to-day management of the planned and reactive maintenance for the Council’s property assets - driving innovation, sustainability, and value during this exciting period of change.

What You Will Do
As the Property Officer you will help maintain and improve the Council’s buildings by planning, delivering and reviewing both planned and reactive maintenance programmes. This includes preparing specifications and tender documents, procuring contractors, managing budgets and ensuring all works comply with building regulations and legislation. You will also carry out building condition inspections, monitor contractor performance and update maintenance plans to ensure assets remain safe, well-maintained and cost-effective.
&nbsp;
A key part of the role is ensuring strong health and safety compliance, including areas such as Working at Height, Asbestos, Legionella and CDM Regulations. You will also support colleagues in Engineering, Building Compliance and Corporate Health &amp; Safety, helping keep the Council’s buildings safe, compliant and fit for public use.
&nbsp;
The role also involves making informed decisions about how maintenance and repair work is prioritised, ensuring buildings remain safe and in good condition. You will check the quality of contractor work, recommend repair actions and confirm when work meets the required standards. Strong financial responsibility is essential, as you will manage budgets, monitor spending, and certify contractor payments in line with contract requirements.

In addition, you will work closely with a range of internal teams and external partners. This includes collaborating with contractors, colleagues across the Council and specialist services to support sustainability, energy efficiency and the effective delivery of building projects.

About You
You will have:
&nbsp;

<li>Experience managing building maintenance programmes, undertaking building inspections, and managing contracted building repairs.</li>
<li>A degree in surveying or HNC/HND level qualification in a building construction related field.</li>
<li>Strong knowledge of construction, building pathology, procurement, Health &amp; Safety legislation, and the ability to use IT software including Microsoft Office packages.</li>
<li>Knowledge of legislation affecting building operations e.g. British Standards, Approved Codes of Practice, Building and Planning Regulations.</li>
<li>A valid driving licence and access to a vehicle.</li>
