This is an exciting new role created to lead the strategic direction of our property portfolio, capital delivery, and facilities management. This is a chance to take ownership of a complex and varied estate, including corporate buildings, commercial assets, leisure centres, and a housing stock of around 4,500 units. You’ll be responsible for developing our Asset Management Plan, overseeing investment decisions, and ensuring robust governance, compliance, and assurance across all property-related functions.
This is not a role for someone who wants to maintain the status quo. We’re breaking down cultural barriers, moving away from operational silos, and building a more strategic, commercially focused approach to asset management. You’ll need to roll up your sleeves, lead change with confidence, and bring clarity to an area full of potential.
You’ll work closely with elected Members, regulators, and delivery partners, and you’ll be a key voice in shaping our investment strategy. From leisure centres and commercial holdings to housing undergoing transformation, you’ll bring coherence to a portfolio that’s lacked strategic oversight. You’ll also play a key role in supporting our exit strategy from long-term consultancy reliance, helping us build internal resilience and capability.

Estates Team Leader (P01506) £55,051 to £58,445 inclusive of outer fringe allowance per annum 37 hours per week (hybrid) Reporting to the Assistant Director (Regeneration and Economic Development) and forming an integral part of the Council’s Regeneration and Economic Development Team, your role will be to manage the Council’s Estates Team. The Council’s commercial property portfolio comprises a range of neighbourhood and town centre retail units, industrial estates, offices and community assets and generates an income of £5.5 Million per annum. In addition to managing this portfolio, with a view to maximising occupancy and revenue income, the Estates Team are also responsible for negotiating covenant releases, disposals, acquisitions, freehold reversions and leasehold extensions and for providing landlord and tenant advice to various internal departments. You will need to have a strong Landlord and Tenant background and significant commercial valuation experience as well as knowledge on all relevant areas of legislation, in particular the Landlord and Tenant Act 1954. You will manage a team of surveyors and support officers as well as external contractors and you will also deputise for the Assistant Director (Regeneration and Economic Development) as necessary. The role would suit a dynamic, results orientated individual used to working in a target driven environment. You will have excellent communication, negotiation, interpersonal, problem solving and IT skills and will have a flexible approach to work. Experience of commercial lease renewals and rent reviews is essential while experience of working in both public and private sectors is desirable. The ability to converse at ease with members of the public, professionals and elected members as well as the ability to provide advice in accurate written and spoken English is essential. We are looking for an experienced and enthusiastic property manager with keen professional instincts to help us to improve and deliver a quality estates management, valuation and consultancy service for the Council.
Working in a supportive, professional, and high-profile team, you will lead on the valuation of Council-owned property assets and other valuation issues and be responsible for a varied caseload of routine and strategic property management work with the opportunity to get involved in other areas as might suit your interests and expertise.
Being an RICS Registered Valuer is not a requirement for this position, but it would be a distinct advantage.
