About the roleWe are looking for an experienced PMO Governance Manager to lead the governance and performance management of Cambridgeshire County Council’s Change Portfolios. Reporting to the Head of Change and Delivery, you will play a key role in leading the Project Management Office, managing the Council’s approach, controls and processes for change, and supporting effective delivery across major programmes and projects.
This is an important leadership role at the centre of the Council’s change activity. You will oversee portfolio reporting, assurance, financial and benefits monitoring, future planning and continuous improvement of the Council’s project management framework. You will work closely with senior officers, programme and project teams, finance colleagues and other PMO leads to ensure that programmes and projects are well governed, consistently managed and set up to deliver their intended outcomes.
As PMO Governance Manager, you will lead the Council’s approach to portfolio governance, assurance and performance reporting. You will monitor progress against the annual portfolio plan, support future planning in line with business plan development, and provide senior leaders with clear information to support decision making.
You will own and continuously improve the Council’s Project Management Framework, ensuring clear accountabilities, gateway control points, required documentation, highlight reporting and benefits tracking. You will provide assurance across programmes and projects, identify risks and interdependencies, and act as a senior point of escalation where delivery challenges need to be addressed.

What will you be doing?- Lead governance and performance management across the Change Portfolio, working closely with the Head of Change and Delivery and senior leaders.
- Monitor adherence to the Council’s Project Management Framework, including gateway controls, documentation,reporting and benefits realisation.
- Track interdependencies, resourcing and constraints across programmes and projects, providing early warning of emerging risks.
- Develop and maintain cross-council portfolio reporting, dashboards and presentations for Change Board and committees.
- Lead assurance activity, including working with Audit and Risk colleagues to review programme and project governance and delivery.
- Provide clear financial and benefits reporting, working with finance colleagues to support informed decision making.
- Lead, manage and develop direct reports and contribute to the wider leadership of the Change Team.
- Act as a critical friend to programme and project teams, providing advice, challenge and guidance on governance,quality and delivery standards.
- Build strong relationships across the Council and with other PMO leads to align practice,standards and reporting.
You will be an experienced PMO, programme or project governance professional with strong leadership, stakeholder management and communication skills. You will bring a detailed understanding of project management methodologies, tools and techniques, alongside experience of operating in a complex organisation where priorities, risks, resources and dependencies need to be managed carefully.
You will be confident working with senior stakeholders, able to explain complex information clearly, and comfortable constructively challenging colleagues to support consistent, high-quality delivery. You will be results-focused, professionally resilient and committed to continuous improvement.
