We are looking for an Assistant Planning Officer to join our Development Management team and assist with the Haweswater Aqueduct Resilience Programme (HARP).
HARP is a scheme to replace sections of the Haweswater Pipeline with two sections of the replacement pipelines in the Ribble Valley. Both sections have full planning permission, and the development is expected to commence in 2026.
This is an excellent opportunity for somebody new to Planning to get involved in a major infrastructure project and will provide an excellent insight into all elements of a Local Authority Development Management team.

The Role
Lancaster City Council is looking for a confident and experienced manager for its Planning and Housing Strategy functions.&nbsp; The role is a critical one, overseeing multi-disciplinary teams including Planning Policy, the Climate Change Policy Hub, Heritage &amp; Design, Housing Strategy and Consultation &amp; Engagement Teams.

A rare and exciting opportunity has arisen to join Burnley Council as our Principal Planner (Conservation).
The borough has a rich and varied heritage, most notably its industrial heritage related to the textile industry, including Burnley’s renowned Weavers’ Triangle intersected by the Leeds and Liverpool Canal. The town has a collection of fine civic buildings and five Registered Parks and Gardens. The borough is also home to the market town of Padiham and a number of historic villages and farm steadings. In recent years Burnley has seen significant economic and housing growth and become a university town with heritage led regeneration and sound planning at the heart of the Council’s vision to make Burnley the first choice for business investment and as a place to live.
You will work as a principal planner within the well-established planning policy team, working closely with the Planning Policy Manager and Head of Service to promote and deliver our ambitious agenda.
You will provide specialist advice on heritage and design matters through policy formulation, the preparation of guidance, advising development management colleagues on key applications; and supporting a variety of corporate heritage led projects. You will also be proactive in identifying and protecting our historic environment, including tackling buildings at risk.
It is essential you have an RTPI recognised degree in Town Planning, or a degree in a related subject together with a period of relevant work practice, or study and examination giving eligibility for membership of the RTPI. Membership of the IHBC would be an advantage.
You must have experience of working at a senior level in planning policy formation and a detailed knowledge of building conservation law, policy and techniques.
You must be a good communicator, able to give evidence at examination, appeal and in court. It is essential you have excellent negotiation skills including the ability to resolve conflict.
You will be able to manage your workload to agreed deadlines and also work in partnerships and lead and manage specific projects.
You will require a full driving licence and the ability to undertake site visits, including to dilapidated buildings and high-level structures.

We are looking for a professional who can produce clear and comprehensive written work including key policy documents such as Development Plan Documents, Supplementary Planning Documents and Planning Advice Notes and writing reports.&nbsp;&nbsp; We are looking for a confident speaker with great presentation skills and work alongside other team members at stakeholder engagement and public consultation events as well as presenting complex information in a clear and concise way to a wide range of audiences.&nbsp;&nbsp;
Developing and maintaining working relationships with other professionals within the Planning and Climate Change service, other council services and external bodies is a pre-requisite in this role, and will include providing support to colleagues in the Development Management team so that planning applications are determined in a timely way with robust information provided on meeting local housing need and by supporting our colleagues in housing teams to realise the council’s housing and regeneration priorities for Lancaster district.&nbsp;
About You
You must have a degree or postgraduate qualification in town planning that is recognised by the Royal Town Planning Institute and have Royal Town Planning Institute (RTPI) Chartered Membership, or demonstrable equivalent experience to be eligible to securing Chartered Membership status.&nbsp; Alternatively, for post-holders with a housing qualification; Chartered Membership of the Chartered Institute of Housing (MCIH) or demonstrable equivalent experience to be eligible to securing Chartered Membership status. &nbsp;
You will already have at least two years’ of post-qualification experience in planning or housing, ideally within a planning policy or strategic housing environment and you will need to evidence a track record of working within a legislative/regulatory context and have a demonstrable understanding of assessing and meeting local housing needs.&nbsp;&nbsp; You must also hold a full UK driving licence.&nbsp;

The Role
The Council have decided to review its Local Plan. We need a Planning Policy Manager who can lead both the Council’s Planning Policy and GIS Team in successfully delivering a new Local Plan which will shape the district for years to come. About You

You’ll have an academic background in planning and will be a member of the Royal Town Planning Institute.
This is a hybrid working role however regular attendance will be required in our offices in Lancaster and Morecambe.
