About the Role
Due to internal promotion, we have an opportunity for two full time Senior Planning Officers to join our Development Management team on a permanent contract. One post within the householders/others team and the other within the Large Majors team.
‘Development Management’ is the ‘coal face’ of the planning service, part of the Regeneration and Place Directorate.&nbsp; There are three teams, ‘large majors’, ‘major/minors’ and ‘householders/others’ teams handling planning applications, appeals and associated work.&nbsp; The wider team incorporates an Enforcement, Heritage, Landscape and Trees, together with technical support.&nbsp; There are close working relationships with Building Control, Planning Policy, s106/CIL team, Economic Development &amp; Legal Services. The validation of planning applications is undertaken by Mid Kent Planning Services which is shared with Swale Borough Council.
As a Senior Planning Officer in the householders/others team, you will be determining a wide range of applications, including householder, adverts, change of use, breaches, telecommunications, discharge of conditions and Certificates of Lawfulness in an area experiencing one of the highest number of applications in Kent.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp; You will be in a position to offer supervisory support and training to junior members of staff with some signing off powers to support the Team Leader as required and depending on experience.&nbsp;
As a Senior Planning Officer in the large major’s team, you will be determining a wide range of applications, these will include schemes for larger than 50 dwellings, major commercial schemes, corporate projects and submission of details, legal agreements and other associated applications.&nbsp; There will the opportunity to be involved and shadow principal planning officers in the local plan allocated garden settlement schemes and large major schemes.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp;
These roles are being offered on a 37 hour week, with office based working at least two days per week with flexible home working on an agreed basis as part of the Council’s approach to offer employees a range of flexible working opportunities.

About You:
For both positions we are looking for a strong team player, with enthusiasm and a real desire to make further improvement happen and take initiative.&nbsp;
You will have a degree in a relevant subject, or the equivalent, with experience of dealing with planning applications, planning enforcement and/or appeals.
You will also have self-organisation and strong IT skills and be able to meet deadlines. For this post you will need to have a keen customer focus and have experience working with members of the public as well as excellent written and verbal communication.&nbsp;
You will require a valid UK driving licence and the ability to travel around the borough to visit sites as required.

We are looking for an experienced Infrastructure Delivery Team Leader to lead the Infrastructure Delivery Team and play a critical role in securing funding from new development; and ensuring that new developments implement improvements to infrastructure and services that are agreed as part of planning permissions.​
About the role
In this role, your main responsibility will be to lead and manage the Infrastructure Delivery Team responsible for all CIL and Section 106 processes. This includes the administration and collection of CIL and Section 106 payments for the Borough; and the post-collection allocation and spending of funds, including the ongoing development of a Neighbourhood CIL spend process.
The postholder will lead on the development and implementation of processes for the collection of the forthcoming Building Safety Levy; and will be involved with the development of the new Bromley Local Plan, particularly with regard to evidence base development related to infrastructure.
The Team Leader post will have line management responsibility for two Infrastructure Delivery Officers and will report directly to the Head of Planning Policy and Strategy. The post holder will work closely with colleagues in the Planning Policy and Design &amp; Conservation teams which also sit within the Planning Policy and Strategy service; and will also work with other departments across the Council including Development Management, Finance, Housing and Regeneration.
The successful candidate will represent the Planning Policy and Strategy service at various internal and external meetings, including Council committee meetings; and will also be required to deputise for the Head of Planning Policy and Strategy in relation to infrastructure delivery matters, as and when required.
What we offer
This is an MG6 grade role, with a salary range of £47,536 to £71,302. It is a full-time, permanent role, based on a 36-hour working week. The role is based at Bromley Civic Centre (opposite Bromley South station). We offer hybrid working arrangements, with the current expectation that the post holder will be in the office for at least 2 days per week.

The Post
We are looking for a highly motivated individual to join a dynamic and growing Infrastructure Planning Team, in a borough that has an ambitious programme for regeneration and growth that is inclusive and delivers real benefits for its businesses, residents and communities.

At principal level you will supervise career grade officers and lead collection and processing of CIL income and s106 financial and non-financial contributions. You will proactively provide advice to colleagues and applicants on s106 obligations, CIL, infrastructure, planning applications and pre-application enquiries. &nbsp;You will establish and improve effective S106 and CIL processes, reconcile s106 and CIL accounts, and transfer MCIL collected on behalf of the Mayor of London. Working with the Infrastructure Planning Manager you will develop a new Infrastructure Delivery Plan, to better prioritise and deploy S106, CIL and other capital investment, to deliver infrastructure that best supports development and growth for the benefit of new and existing communities alike.

About the role
OPDC has an exciting opportunity for a talented individual to join our Planning Team as a Construction Monitoring Manager on a permanent contract. The successful candidate will work closely with the Head of Planning Enforcement and Compliance as a senior member of the team and will initially assist with the development of OPDC’s Code of Construction Practice alongside appointed consultants.&nbsp; This is a unique opportunity to shape how construction and development will be managed and monitored in one of London’s largest regeneration areas and ensure that resident’s amenity is protected while enabling the growth and delivering the homes and jobs in OPDC’s Local Plan. The successful candidate will also work with borough colleagues to bring forward a statistical information package to allow comprehensive tracking of key indicators for construction management within OPDC’s areas.&nbsp;
What your day will look like
The successful candidate will lead on a range of construction management issues in the planning process, from pre-application to condition stage, including as assessment of site sensitivity and ensuring that timely engagement with the host borough, stakeholders is integrated into planning decisions.&nbsp;&nbsp; The role also involves the undertaking comprehensive inspections of live sites with borough colleagues to assess construction practice against relevant policy and guidance.&nbsp;
Skills, knowledge and experience
To be considered for the role you must meet the following essential criteria:
Appropriate qualification in construction management and eligibility for membership of the Construction Industry Training Board (CIOB) together with a record of continuing professional development.
Demonstrable experience of construction management and monitoring preferably in a local authority setting.
Good understanding of the working environment of a local planning authority and Mayoral Development Corporation (MDC).&nbsp;
An understanding of the local, regional and national planning policy context and legislative framework, and construction monitoring standards and guidance.&nbsp;
Excellent IT skills and the ability to track and monitor construction impacts.&nbsp;

About The Role
A Senior Planner will help with the delivery of major sites; leading on complex and major planning applications, liaising with developers, applicants and senior officers, conducting negotiations and presenting applications to Planning Committee. The appointment will be commensurate with experience.

The Role
