We are looking for an experienced Infrastructure Delivery Team Leader to lead the Infrastructure Delivery Team and play a critical role in securing funding from new development; and ensuring that new developments implement improvements to infrastructure and services that are agreed as part of planning permissions.​
About the role
In this role, your main responsibility will be to lead and manage the Infrastructure Delivery Team responsible for all CIL and Section 106 processes. This includes the administration and collection of CIL and Section 106 payments for the Borough; and the post-collection allocation and spending of funds, including the ongoing development of a Neighbourhood CIL spend process.
The postholder will lead on the development and implementation of processes for the collection of the forthcoming Building Safety Levy; and will be involved with the development of the new Bromley Local Plan, particularly with regard to evidence base development related to infrastructure.
The Team Leader post will have line management responsibility for two Infrastructure Delivery Officers and will report directly to the Head of Planning Policy and Strategy. The post holder will work closely with colleagues in the Planning Policy and Design &amp; Conservation teams which also sit within the Planning Policy and Strategy service; and will also work with other departments across the Council including Development Management, Finance, Housing and Regeneration.
The successful candidate will represent the Planning Policy and Strategy service at various internal and external meetings, including Council committee meetings; and will also be required to deputise for the Head of Planning Policy and Strategy in relation to infrastructure delivery matters, as and when required.
What we offer
This is an MG6 grade role, with a salary range of £47,536 to £71,302. It is a full-time, permanent role, based on a 36-hour working week. The role is based at Bromley Civic Centre (opposite Bromley South station). We offer hybrid working arrangements, with the current expectation that the post holder will be in the office for at least 2 days per week.

About the Role
Due to internal promotion, we have an opportunity for two full time Senior Planning Officers to join our Development Management team on a permanent contract. One post within the householders/others team and the other within the Large Majors team.
‘Development Management’ is the ‘coal face’ of the planning service, part of the Regeneration and Place Directorate.&nbsp; There are three teams, ‘large majors’, ‘major/minors’ and ‘householders/others’ teams handling planning applications, appeals and associated work.&nbsp; The wider team incorporates an Enforcement, Heritage, Landscape and Trees, together with technical support.&nbsp; There are close working relationships with Building Control, Planning Policy, s106/CIL team, Economic Development &amp; Legal Services. The validation of planning applications is undertaken by Mid Kent Planning Services which is shared with Swale Borough Council.
As a Senior Planning Officer in the householders/others team, you will be determining a wide range of applications, including householder, adverts, change of use, breaches, telecommunications, discharge of conditions and Certificates of Lawfulness in an area experiencing one of the highest number of applications in Kent.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp; You will be in a position to offer supervisory support and training to junior members of staff with some signing off powers to support the Team Leader as required and depending on experience.&nbsp;
As a Senior Planning Officer in the large major’s team, you will be determining a wide range of applications, these will include schemes for larger than 50 dwellings, major commercial schemes, corporate projects and submission of details, legal agreements and other associated applications.&nbsp; There will the opportunity to be involved and shadow principal planning officers in the local plan allocated garden settlement schemes and large major schemes.&nbsp; This will involve liaising with internal and external stakeholders, applicants, agents, Councillors and others involved in the planning process.&nbsp; Attendance at planning committee would be required, when necessary, the committee meets once a month and meetings take place in the evening, at Maidstone’s Town Hall.&nbsp;

About the Role
We are pleased to announce an exciting opportunity to join Maidstone Council as a Development Management Team Leader. This opportunity has arisen due to recent internal career progression which reflects our commitment to supporting staff growth and progression.
We are looking for an enthusiastic, motivated and experienced individual to lead and manage a team of 6-8 planning officers with varying levels of planning experience. You will lead delivery in respect of a wide variety of different pre application advice requests, planning applications and planning appeals to ensure a high-quality development management service.
With your team you will be responsible for a wide range of work, including proposals of between 1 and 50 residential units, commercial development, HMOs, prior approval, agricultural development and equestrian development and change of use. You will work effectively to identify and present to developers, clear solutions to planning issues. You will be decisive and where necessary, negotiate to achieve the implementation of high-quality development. You will enable applications to be advanced at an appropriate pace to build and sustain the council’s five-year land supply.
You will be effective at managing your own caseload and helping with the management of the caseload of the team. You will be effective at line management and deputising for the Planning Applications Manager including work allocation and sign off responsibilities for planning matters in line with the Head of Planning and Economic DevelopmentScheme of Delegation.
You will present at the council’s monthly Planning Committee in terms of your own caseload and that of others in the team guiding the decision-making process. You will be the Council’s lead witness in terms of relevant appeals and ensure that the Council are represented effectively in other appeals and Court proceedings
This is a full-time position on a permanent contract, working 37 hours a week Monday to Friday on a hybrid basis.

We are looking for a motivated, well organised and proactive individual with a strong commitment to helping customers. The role involves assisting Planning Officers in the processing of planning applications and managing planning and enforcement appeals including Public Inquiries and Hearings. You will assist in vetting planning applications and other&nbsp;applications, check Building Control applications to identify potential breaches in planning legislation and carry out Tree Preservation Order checks, as well as answering a variety of basic planning enquiries from members of the public.

We are seeking an Assistant Enforcement Officer to join the team at level A. This is the entry point of the role, so you will need to be able to demonstrate the relevant knowledge, experience and skills to get you started, but you will be supported to develop in your role through induction, probation and a supportive Performance Appraisal and Career Conversation. Following an internal promotion, a role within the Enforcement Section of the Development Management Team has become available. We are looking for someone to be able to investigate breaches of planning control by attending site visits, discussing matters with owners, gathering evidence and coming to a recommendation for the Head of Development Management. You will be working within a busy and driven team with a desire to protect Medway from unauthorised and harmful development.In addition, you will have the opportunity to work closely with the Planning Officers in Development Management on planning applications and pre-application advice.You will work closely with the Planning and Specialist Officers, the rest of the Planning Enforcement Team and the Head of Development Management as well as Councillors and representatives of Parish Councils and Neighbourhood groups. We are looking for a strategic and flexible thinker keen for a challenge in a positive &nbsp;and integrated Planning Services section.&nbsp; Demonstrable experience of&nbsp; developer contribution&nbsp; negotiations/ decisions (especially optimising the use of CIL funds), or of formulating policy-based recommendations on large scale&nbsp; development and investment, is desired.
If you have the right skills, you could be at the heart of securing new school, healthcare and transport and other facilities for growing neighbourhoods; multi-million pound infrastructure decisions.
