We are looking for a motivated, well organised and proactive individual with a strong commitment to helping customers to join our team as a Senior Planning and Building Control Technician. The role involves assisting Planning Officers in the processing of planning applications and managing planning and enforcement appeals including Public Inquiries and Hearings.
The successful applicant will assist in vetting planning applications and other applications, check Building Control applications to identify potential breaches in planning legislation and carry out Tree Preservation Order checks, as well as answering a variety of basic planning enquiries from members of the public.
Applicants will need to be a team player, as well as able to manage their workloads to ensure deadlines are met. They will have excellent written and verbal communication skills and good attention to detail, along with the ability to interpret detailed information, plans and planning legislation. The post holder will have a good understanding of town planning and development processes and excellent IT skills.
Interviews are currently scheduled for the week commencing 19th January.

We are seeking a Maintenance Operative to support the efficient, safe and proactive upkeep of all Hylands event buildings and infrastructure. The successful applicant will carry out day-to-day repairs, planned and reactive maintenance tasks, compliance checks and routine inspections, ensuring all venues meet regulatory standards and remain fit for purpose. Working closely with the Hylands Management and Building Services colleagues, the successful applicant will help reduce reliance on external contractors, supervise on-site works, respond to urgent maintenance issues and maintain the estate’s reputation for exceptional presentation.
The ideal applicant will have practical handyperson skills, an understanding of building systems, and experience carrying out minor repairs, working safely with tools and equipment, and following health and safety procedures. The successful applicant will be methodical, organised, able to prioritise tasks, and confident working both independently and as part of a team. A commitment to delivering a high-quality service, strong communication skills and flexibility to work unsociable hours are essential. A driving licence is required, and maintenance-related qualifications or health and safety training are desirable .
The role is offered part time, 18.5 hours per week, worked over 5 days mainly mornings.

Maintenance Operative

We are looking for a confident, motivated, outgoing and highly literate individual to join our Planning Enforcement Team. The successful applicant will investigate complex alleged breaches of planning control under the Town and Country Planning Act, carry out research, prepare reports recommending action, liaise with elected Members and members of&nbsp;the public, and take any formal action that is expedient. There may be a need for you to carry out formal interviews, attend Courts and Public Inquiries and to serve formal notices.
Excellent communication and negotiation skills are essential, as well as the confidence to carry out investigations in challenging circumstances. The successful applicant will need to be pro-active and have strong organisational and analytical skills to undertake investigative research, maintain precise records and produce well written and detailed reports and appeal statements. You will need to have a comprehensive knowledge of Town Planning legislation and experience of dealing with complex planning matters with minimal supervision.
The successful applicant will be required to work 37 hours per week. We would also consider applicants who are interested in working as part of a job share. Occasional evening and weekend work may be required, and it is essential you have the use of a car and hold a full UK driving licence or equivalent.

Chelmsford City Council’s Strategic Housing Service is recruiting two Homeless Officers to join our busy Homeless Team, working with people to prevent homelessness and make decisions as to the Council’s duties under the homelessness legislation.
This is a challenging role but one that is also very rewarding, with the knowledge that you are working with others to make a real difference to help those in difficult situations.
The successful applicants will have the necessary skills to apply a customer-focused, proactive problem-solving approach in order to successfully work with people experiencing homelessness and those with complex needs. Effective decision-making skills, case management experience and the ability to work under pressure to tight deadlines are essential criteria of the role.
The base for working is the Council’s Civic Centre offices, with the option to work from home.
There are two positions available, one permanent and one an 18-month fixed term / internal secondment position - both working 37 hours per week.

Homeless Officer

We are currently looking to attract an ambitious and confident Planner, capable of leading on a wide range of applications, to join our Development Management team as a Senior Planning Officer.
The successful applicant will have relevant Planning qualifications and eligibility for membership of the RTPI, if not already a member. The postholder will be a relatively experienced individual practiced in working within Development Management and dealing with complex schemes.
The postholder will be a strong team player and possess excellent written and verbal communication skills with excellent attention to detail. They will be able to work flexibly on a wide range of tasks both independently and as part of a team to help us continue to deliver our Councillors‘ and residents‘ high expectations.
Chelmsford's proximity to London ensures continuous development pressures. In addition to the 2000+ planning applications that we receive annually, we are working with partners to assess National Strategic Infrastructure Projects, including powerline and solar projects.
