In this role you will:

<li>Effectively manage and supervise a team of Development Management officers such as a Senior Planner, Planning Officer and / or Assistant Planners officers in the delivery of high quality, efficient and customer focused Development Management services.</li>

<li>Be responsible for the determination and delivery of major planning applications and strategic sites within the District.</li>
</ul>

<li>Be responsible for the delivery of key projects which further or secure the ongoing enhancement and delivery of the Development Management services.</li>

<li>Support the Development Management Manager in the leadership and running of the Development Management section ensuring key targets, and projects are met on time.</li>

<li>Carry out one to one’s and promote the development of key members of your ensuring that there is succession planning with in your team through coaching and giving opportunities to grow and develop</li>

This is a key role in the delivery of the Council’s strategic corporate priorities.&nbsp; This is an important role in the planning service providing expert planning advice, guiding enforcement decisions and progressing enforcement cases to formal action to help shape the future of the district.
The main purpose of this role is as a team leader responsible for leading the planning enforcement team which includes the Tree Officer and Infrastructure Monitoring Officer.&nbsp; This will include managing the throughput of the enforcement team’s caseload and the day-to-day workload whilst also dealing with the more complex and sensitive enforcement cases.&nbsp;
 In this role you will:
<ul>
<li>Effectively manage and supervise a team of planning enforcement officers, Tree Officer and Infrastructure Delivery Officer in the delivery of high quality, efficient and customer focused Development Management services.</li>
<li>You will ensure that the team’s enforcement activities are: -
<ul>
<li>Sound in terms of policy and other relevant guidance and legal framework</li>
<li>Follow the principles and Key Performance Indicators in the approved Planning Enforcement Protocol</li>
<li>Rooted in high quality enforcement outcomes. This will be achieved through the post holder’s own caseload and helping to manage the caseload of the wider team supervised by the post holder.</li>
</ul>
</li>
<li>Be responsible for the line management of the Infrastructure Monitoring Officer ensuring that S106 agreements are managed, monitored and enforced effectively.</li>
<li>Manage the workloads of the Tree Officer and support the creation of effective processes and policies.</li>
</ul>
<ul>
<li>Support the Development Management Lead Officer in the leadership and running of the Development Management section; this will include deputising for Development Management Lead Officer as necessary.</li>

South Holland District Council is looking for a dedicated and proactive person to lead its newly formed Engagement Team, as it embarks on a radical change to it Waste &amp; Recycling Collection Service in October 2026.
As the Team Leader, you will be responsible for organising and coordinating the work of your team to ensure deadlines are met and progress is reported. You will also be at the forefront of engaging with residents, businesses, and stakeholders across South Holland to promote understanding, encourage participation, and ensure compliance with the council’s new waste collection services.
We are looking for a natural leader and an excellent communicator, with a background in Waste and Environmental services and an understanding of how local authorities operate. You should feel comfortable working within a team but also confident working independently when visiting residents who may be resistant to change. You will need a flexible approach to work, as the role may require evenings, weekends, and occasional overtime.
You will work outdoors in all weather conditions for prolonged periods. You must hold a full driving licence and be able to travel independently and reliably as part of your daily duties.
