The Role:
This role will report into the Infrastructure Planning Manager.&nbsp; It will offer a fantastic opportunity to directly impact the way people move around the Borough, ensuring we support, safe, active and low carbon travel in support of our aim to be a cleaner, greener, safer and more prosperous borough.
Your role will involve:

<li>Review Transport Assessments and Travel Plans submitted with planning applications, assessing trip generation, modal split, and traffic impact to guide decision making.</li>
<li>Evaluate transport and highway impacts of new proposals and provide clear, evidence-based recommendations, including any mitigation measures, to planning officers.</li>
<li>Attend planning meetings and site visits, supporting discussions on transport matters and negotiating improvements.</li>
<li>Advocate for active travel and low-carbon transport modes in development proposals.</li>
<li>Check submissions against national guidance (e.g. National Planning Policy Framework, Local Transport Note 1/20), local policies and sustainability objectives.</li>
</ul>
What we are looking for:

<li>A degree (or equivalent) in transport planning, civil engineering, geography, environmental studies or related discipline.</li>
<li>Detailed understanding of transport planning, sustainable transport or similar projects.</li>
<li>Strong understanding of sustainable transport principles, planning policy and highways matters related to new developments.</li>
<li>Excellent communication skills - both written and verbal.</li>
<li>A proactive, enthusiastic self-starter who works well independently and as part of a team.</li>

The role will carry a case load of people who rough sleep and who may experience multiple disadvantage who require additional support and an intensive casework intervention to access or accept housing and support. This can include in their home area, ensuring they are linked with appropriate services to sustain the outcome. The role will work dynamically with the Routes off The Streets, the multi- agency Hotspot Team and the Connect Forward Team Leader to prioritise and target cases identified by these teams or referred to them by these teams. The role will work closely with our off-the-streets accommodation services and severe weather emergency protocol (SWEP) provisions, ensuring timely and sustainable move through focused, multi-agency coordination and advocacy where needed. For this reason, the reconnections team will be empowered and self- directed, offering innovation and building solutions with other delivery partners without the need for supervision. In support of this approach, the team will have access to a Camden personalised budget fund (CPBF) to support each reconnection plan. South Holland District Council is looking for a dedicated and proactive person to lead its newly formed Engagement Team, as it embarks on a radical change to it Waste &amp; Recycling Collection Service in October 2026.
As the Team Leader, you will be responsible for organising and coordinating the work of your team to ensure deadlines are met and progress is reported. You will also be at the forefront of engaging with residents, businesses, and stakeholders across South Holland to promote understanding, encourage participation, and ensure compliance with the council’s new waste collection services.
We are looking for a natural leader and an excellent communicator, with a background in Waste and Environmental services and an understanding of how local authorities operate. You should feel comfortable working within a team but also confident working independently when visiting residents who may be resistant to change.
