We are looking to recruit two full time Civil Enforcement Officers.&nbsp;
This is a challenging and rewarding job if you enjoy working outdoors and dealing with the public. You will be part of a successful team, which holds the Customer Service Excellence Award.
You will be advising and assisting members of the public regarding the parking facilities and enforcing the parking restrictions.
You will need to patrol significant distances and be able to access confined spaces in between cars. You will be required to travel around Guildford and Waverley boroughs to enforce Traffic Regulation Orders.
This would be accomplished using the Council’s vans and scooters for which you must have a valid full driving licence to drive manual gear cars in the UK and successfully pass the Council's internal driving assessment. You must hold, or be willing to gain, a Compulsory Basic Training certificate to allow use of the Council’s mopeds / scooters. It is essential that you have a courteous, helpful, and confident manner and that you are an effective communicator.
A 37-hour week is worked including Saturdays and Bank Holidays working an early and late shift basis. At present Sunday is worked on a voluntary basis.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

About the Role
We are seeking a strong individual to bring excellent customer service and high standards to our car parking service. Working across the Borough and within a busy operations office, you will help keep our multi-storey and surface car parks running smoothly, providing excellent customer care under sometimes demanding situations and enforcing parking regulations in our car parks.
You will provide direct customer care from our Main Square car park office either by phone, intercom or face to face. Full training will be given on our ICT systems, payment systems and pay stations. You will also be expected to provide information on car park related matters to the public throughout your role.
About You
You will be self-confident, have excellent customer facing skills, be practical and presentable, have a current driving license to carry out mobile patrols and hold the relevant qualification (Civil Enforcement Officer Level 2) or be experienced in the knowledge of parking legislation, equipment and enforcement.

An exciting Project Management opportunity has come up in the Council’s Corporate Programmes team, which is the Council’s resource for delivering major projects and programmes. <li>Commission and scrutinise viability appraisals and cost estimates completed by appointed consultant teams, acting as “intelligent client”, and explain the results to others.</li>
<li>Ensure new homes comply with the Council’s design criteria, building regulations, and any other relevant quality standards and monitor contractors and consultants to ensure these standards are met.</li>
<li>Monitor and report on project related issues in a timely manner and where approval is required at a higher level, provide supporting briefings, options and expert advice, to permit efficient and effective decision making.</li>
<li>Complete relevant governance documents as required, including monthly highlight reports using the Council’s reporting system and reports for Procurement Board.</li>
<li>Ensure that the risks associated with both individual projects and the programme are identified at an early stage alongside strategies and actions to mitigate such risks; acting proactively to deal with risks as they are identified</li>

An exciting opportunity has come up within the Council's Development Management Team as a Planning Assistant.&nbsp; We are looking to appoint an enthusiastic and committed individual who would like to start their career in Development Management in a busy Planning Development Service.&nbsp;
Candidates will benefit from a varied workload gaining experience in a number of areas of Development Management including Green Belt policy, flood plain, heritage and National Landscape.&nbsp; &nbsp;
In this role you would:
Ensure all allocated applications are determined in accordance with government performance targets
Undertake site visits and meet members of the public on a regular basis&nbsp;

You will play a key role in the investigation and management of a wide range of planning enforcement cases, including cases of a contentious and complicated nature.&nbsp; You will be required to draft and prepare enforcement reports and notices, independently manage and represent the Council at enforcement appeals (including public inquiries) and the role may also require you to represent the Council in court proceedings.&nbsp; As set out above, the role will involve working with applications in the urban area, the Green Belt, National Landscape, on sites within conservation areas and which impact on listed buildings. &nbsp;In addition, you will be expected to assist with the mentoring of junior colleagues.

Due to increasing planning application fees, Elmbridge has recently created additional posts and we are looking for a Senior Planning Compliance Officer to join us in our Compliance and Trees team.
The Role
As a Senior Compliance Officer, you will help us investigate and resolve alleged breaches of planning control.&nbsp; Sometimes these could be quite complex cases which will draw on your experience and knowledge of Planning legislation and dealing with sensitive and difficult situations.&nbsp; Don’t worry if some of these may be new to you, our Team Leader is here to support you too.
You will also:
<ul>
<li>work well as part of team but also on your own</li>
<li>support your colleagues with their workload and priorities</li>
<li>have experience carrying out investigations and gathering evidence</li>
<li>have experience writing appeal statements, preparing for Hearings and Inquiries</li>
<li>and have a good eye for detail</li>

Working with the support of the wider management team, you will be enthusiastic, motivated and have excellent interpersonal skills including the ability to communicate with a wide variety of customers of the service, as well as being politically astute.&nbsp;
You will see the other essential criteria in the person specification, but it’s your approach to work that will be your main asset.

Location
Elmbridge is located within Surrey, approximately 17 miles south-west of Central London.&nbsp; The River Thames is the borough’s northern boundary and we share borders with the London boroughs of Richmond and Kingston upon Thames and Guildford, Mole Valley, Runnymede, Spelthorne and Woking.&nbsp; Elmbridge is fortunate to have a wide network of open space including 800 ha of green and blue infrastructure owned and managed by the Council. We also have the historic landscaped gardens at Painshill Park and Claremont.
The Compliance and Trees Team is part of our Development Management service.&nbsp; We believe sustainable development can only be delivered alongside a robust planning compliance regime and ensuring the retention and enhancement of our trees and biodiversity.&nbsp;
